Seventh Pay Commission for Central Staff announced - 26/09/2013

FM: Prime Minister Approves the Constitution of Seventh Central Pay Commission; Recommendations are Likely to be implemented with effect from 1st January, 2016

The Finance Minister Shri P.Chidambaram in a statement said here today that the Prime Minister has approved the constitution of the Seventh Central Pay Commission.             The fourth, fifth and sixth Central Pay Commissions’ recommendations were implemented as follows:

Dear Comrades,

1.    7th CPC & DA MERGER - INDEFINITE STRIKE:  As all of you are aware, inspite of the peaceful agitational programmes including Parliament March and one day strike on 12th December 2012, the Central Government is not yet ready to concede our demand for appointment of 7th CPC, DA merger and the other demands raised by Confederation in the 15 point charter of demands.  Thus confrontation has become inevitable.  Before embarking upon a nationwide indefinite strike, Confederation has decided to conduct strike ballot on25th, 26th & 27th September, 2013.  Details are available in the enclosed circulars of NFPF and Confederation.

          The strike Ballot programme should be organised in a most effective manner in all the Circles and Divisions. P-3 Divisional Unions and Circle Unions should take the initiative to organise the strike ballot in their respective Divisions and Circles.  Instructions regarding conducting of the strike ballot is given in the Confederation Circular.  Please undertake intensive campaign in all Divisions and Circles. Conduct squad work, print and circulate the appeal, model strike ballot and 15 point charter of demands, posters etc.  Each and every employee may be requested to cast their vote. The Programme should be implemented in all Divisions without fail.  Full details are available in the website.

PENSION BILL OR PENSIONLESS BILL?

Finally the ruling Congress party and the main opposition Party BJP joined together and passed the  Pension Fund Regulatory and Development Authority (PFRDA) Bill in the Parliament. In the year 1982 on 17th December, the Constitution Bench of the Supreme Court consisting of Justice (s) Y. B. Chandrachud, V. D. Tulzapurkar, O. Chinnappa Reddy. D. A. Desai and Bahrul Islam delivered the historic judgment on pension in the D. S. Nakara case, which declared as follows:

“(i) Pension is neither a bounty nor a matter of grace depending upon the sweet will of the employer and it is Fundamental right (ii) Pension is not an ex-gratia payment, but it is payment for past service rendered (iii) It is a social welfare measure rendering socio-economic justice to those who in the heyday of their life ceaselessly toiled for the employer on an assurance that in their old age they would not be left in lurch.”

Enhancement of ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks 

The Union Cabinet today approved the proposal of the Department of Posts to enhance the ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks from Rs. 2,500/- to Rs.3,500/- same as that prescribed for the regular departmental employees. The decision would be applicable with prospective effect that is from the accounting year 2012-13 payable in 2013-14.

New Postal Act could deal blow to $2-bn courier sector

Will escalate costs, mandate regulator to check malpractices, set standards 

In what could significantly raise the operating cost of corporations and have huge implications for the $2-billion Indian courier sector, as well as for individual consumers, the Department of Posts (DoP) is in advanced stages of proposing amendments to the 100-year Indian Postal Act. The amendments, soon to be moved to Parliament for discussion, will mandate courier companies to charge at least Rs 70 for every non-local courier. This is double the minimum Speed Post rate and significantly higher than what courier companies normally charge for small packets. 

The changes, vetted by the law ministry, have also proposed setting up a regulator for the sector on the lines of the Telecom Regulatory Authority of India (Trai). Courier companies will also have to set up a mechanism for "grievance redressal, track and trace facility and compensation", a government official told Business Standard on condition of anonymity. The department feels it is servicing many areas such as delivery of letters at a very subsidised cost under the Universal Service Obligation (USO) mandate. However, private players are cannibalising on it by offering services at an equivalent or much cheaper price. 

10% Hike in Dearness Allowance from July, 2013 approved by Govt.

Release of additional installment of dearness allowance to Central Government employees and dearness relief to Pensioners, due from 1.7.2013 

The Union Cabinet today approved the proposal to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.07.2013, in cash, at the rate of 10 per cent increase over the existing rate of 80 per cent. 

Hence, the Central Government employees as well as the pensioners are entitled for DA/DR at the rate of 90 per cent of the basic with effect from 01.07.2013. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission. 

Inform arrests via e-post, cops told

CHENNAI: Now that the telegram is dead, how should police personnel arresting suspects inform the arrest to the relatives or friends of the suspect, as is required by law? Can oral intimation through mobile phone substitute telegraphic message? 

Settling these issues which concern the fundamental right to liberty of citizens, the Madras high court has said officers arresting a person should now make use of the e-post system. Pointing out that e-post had come into force from January 30, 2004, a division bench of Justice V Dhanapalan and Justice C T Selvam, in an order on Wednesday, said it's is a credible alternative to telegrams for intimation purposes. If information is to be passed on through mobile or landline phone, the state government must first invite BSNL authorities and device a mechanism to put in place an effective method of communication, including receipt of acknowledgement, the bench said. 

HC asks department of posts to end Speed Post discrepancies

GURGAON: Punjab and Haryana high court, while hearing a public interest litigation, has asked the department of posts, Gurgaon, to settle, in 15 days, the discrepancy surrounding the cost of sending a Speed Post from Gurgaon to Delhi. According to the petitioner, while it costs only Rs 17 to send Speed Post from Delhi to Gurgaon, it costs Rs 39 to send it from Gurgaon to Delhi. The court on Friday gave the postal department to dispose of the petition in 15 days.

A city resident had filed the PIL accusing the department of causing loss to exchequer and cheating people. He has demanded that the department should refund crores of rupees it has charged from Gurgaon residents.

"The very fact that the high court has entertained the PIL shows that it too finds something wrong with the way the postal department is charging fee for Speed Post. else it would have dismissed the petition. Even postal department officials in Gurgaon unofficially admit that what they are charging is not correct but retract from doing what they should because they know that they might have to refund crores of rupees," said Aseem Takyar, the petitioner.

தற்போது  CENSUS 2011 புள்ளி விபரங்களின் அடிப்படையில் எந்த எந்த பகுதிகள்  URBAN AGGLOMERATION  பகுதியாக உயர் வீட்டு வாடகைப்படி அறிவிக்கப் பட்ட பெரு  நகரங்களை சார்ந்து வருகிறது என்பதை கண்டு பிடிக்க முடியவில்லை என்றும்,  இதன் மேல் விபரங்கள் புரியவில்லை என்றும்  பல செயலர்கள் தெரிவித்தார்கள் .அது குறித்து சில விபரங்களை உங்களுடன் பகிர்ந்துகொள்ள மாநிலச் சங்கம் விரும்புகிறது.

Formation of All India Postal & RMS Pensioners Association

The Department of Posts is one of the largest Central Government Departments next to Railways and Defence and the strength of Pensioners of Postal Department is also one of the biggest in the country. 

  NFPE in its 9th Federal Council had resolved to extend full support and solidarity to the efforts of mobilizing the entirety of Pensioners of Postal Department, especially in the specific background of very serious attacks on Pension and Social Security of all Pensioners and Government Employees under LPG policies of Central Government. We also note with concern that despite the existence and functioning of different Pensioners’ Organizations in the country, more than 80% of Postal Pensioners remain unorganized. 

This weakness has to be eliminated in order to combat the attacks on Pension and Social Security. Mobilization of all Pensioners of Postal and RMS disregarding their union affiliations in the past is the need of the hour.

Com.Govindan Master , (former NFPE President)  , who took part  in the strike, delivers the Key note address in front of Palakkad HPO and reminded the importance of the historic strike in 1968. It was on this same day of September 19, forty five years before, seventeen CG employees who were fighting for the need based minimum wages were mercilessly killed . The strike precipitated more energy and enthusiasm for the working class in fighting for their justified demands in the later years..

மேலும்  மத்திய அரசின் சிக்கன நடவடிக்கையாக ஓராண்டுக்குமேல் காலியாக உள்ள பதவிகளை ஒழித்திட உத்திரவிட்டுள்ளதை எதிர்த்து எதிர்வரும் 25.09.2013 அன்று  பணியிடங்களில் கண்டன ஆர்ப்பாட்டம் நடத்திட  முடிவு எடுக்கப் பட்டுள்ளது.  அதன் அடிப்படையில் சென்னை பெருநகரம் உள்ளிட்ட அனைத்து கோட்ட/ கிளைகளிலும் ஆங்காங்கே  இதற்கான கண்டன ஆர்ப்பாட்டம் நடத்திட  வேண்டுகிறோம்.

கடந்த 24.07.2012 இல் நடைபெற்ற நமது மாநில கூட்டு ஆலோசனைக் குழு கூட்டத்தில் (RJCM )  நம்மால் எடுக்கப் பட்ட பிரச்சினை ,  CENSUS 2011 புள்ளி விபரங்களின் அடிப்படையில் URBAN  AGGLOMERATION  ஆக அறிவிக்கப்பட்டும் அல்லது மக்கள் தொகை உயர்ந்தும் உள்ள  நகர விரிவாக்கப் பகுதிகளுக்கு அல்லது   பெருநகரப் பகுதிகளுக்கு  உயர் வீட்டு வாடகைப்படி  வழங்கப் பட வேண்டும் என்பதே .  RJCM  MINUTES  நகலை கீழே பார்க்கவும் . SL . 19  ITEM 31 இல் நமது SUBJECT  இக்கு ,  ' IT IS A SUBJECT MATTER TO BE DECIDED AT DIRECTORATE LEVEL'  என்று நமது  CPMG  பதில் அளித்துள்ளார். CENSUS  புள்ளி விபர அடிப்படியிலேயே  உயர் வீட்டு வாடகைப் படி வழங்கலாம் என்று  நாம் வலியுறுத்தியிருந்தோம்.

CPMG  அவர்கள் இந்த பிரச்சினையை தீர்க்காது போனதால்  உடன் இந்த பிரச்சினை குறித்து நமது அகில இந்திய சங்கத்தின் கவனத்திற்கு கொண்டு சென்றோம்.

கடந்த 17.06.2013 அன்று  JCM  இலாக்கா குழு கூட்டத்தில் இந்த பிரச்சினையை எழுப்பிட நாம்  SUBJECT  அனுப்பியிருந்தோம் . அதன் நகலையும் 17.06.2013 அன்றே  நமது வலைத்தளத்தில் பிரசுரித்திருந்தோம். அதன் நகலை கீழே  பார்க்கவும் .

இதன் அடிப்படையில் கடந்த 17.07.2013 அன்று நமது பொதுச் செயலரால் இந்த பிரச்சினை   நமது துறை முதல்வருக்கு எடுத்துச் செல்லப் பட்டது . தற்போது  இலாக்காவில் இருந்து  இந்தியாவில்  உள்ள அனைத்து CPMG  மற்றும் GM  FINANCE  களுக்கு  CENSUS  2011 அடிப்படையில்  URBAN  AGGLOMERATION  ஆக அறிவிக்கப் பட்டும் ,  மக்கள் தொகை உயர்வாலும்  உள்ள  பகுதிகளை கண்டறிந்து ,

இது ஏற்கனவே  பலமுறை PMG, SR  அவர்களால்   மறுக்கப் பட்ட பின் , நாம் அளித்த   MEMORANDUM பகுதியில் கோரிக்கையாக வைக்கப் பட்டிருந்தது . அந்த பிரச்சினையில் மீண்டும் விசாரணை நடத்தப் பட்டு  அதன் அடிப் படையில்  அந்த தோழர்  மீண்டும் நாகர்கோயில்   RMS  க்கு திரும்ப  பணிக்கு அனுமதித்து உத்திரவு பெற்றார் என்பதை மகிழ்ச்சியுடன் தெரிவித்துக் கொள்கிறோம்.  இது நமது COC  இன் முயற்சிக்கு கிடைத்த வெற்றி !

Shortly DA would cross 100 percent. Once again, all allowances would enhance by 25%

As per the information received, unlike previous time, decision on DA would be taken by Cabinet Committee Meeting without delay. Subsequent to release of AICPIN for the month of June by Labor Bureau, Finance Ministry would send for the approval of the Cabinet for final decision on DA. After obtaining the approval, Finance Ministry would release the specific orders procedurally for disbursement of money.

Additional DA will be paid along with the salary of this month

The arrears for the month of July and August would also be paid. With the increase of DA by 10%, the total amount of DA would enhance and stay at 90%.

By next year, it would cross 100%. During that period, as pointed out in the 6th Central Pay Commission, certain allowances would enhance by 25%. But, that is not the expectations of the Central Government Employees. Their requirements are merger of DA with Basic Pay.

Rs 752 crore lying unclaimed with postal department

A huge balance of Rs 752.44 crore is lying unclaimed in different post offices in the country. The postal authorities have not taken any step to return the money to the legitimate claimants.

In response to an RTI query by activist Subhash Agrawal, the postal department said that the money is lying unclaimed in 2.49 crore accounts. The central information commisison, however, has now directed the postal authorities to reveal 100 largest amounts lying unclaimed out of the total 2 crore accounts. 

The money can be withdrawn from these accounts through fraud and may not reach the natural claimant, said the activist. The information about such accounts will ensure transparency.

India Post banking system roll-out moves to user acceptance

Infosys is embarking on training India Post staff in how to use its Finacle banking system after completing the roll-out of the system at 155,000 post offices in India.

India Post is moving to the user acceptance phase of a project that began in August 2012, after Infosys won the contract to supply a core banking system to India Post.

C. N. Raghu, head of Infosys in India, said that, with 40% of the Indian population having no bank account, India Post with 155,000 branches is the ideal organization to get rural people into the banking system.

India Post has one branch per 8,000 people and 21km2.“We have finished our part of the project and will start user acceptance,” sad Raghu. “When we have finished that, the government standards agency will look at it and then it’s up to India Post to start using it.”

The Principal CAT [OA 904/2012 dt. 26-11-2012], Delhi and the Punjab & Haryana High Court[CWP No. 19387 of 2011 (O&M) Date of Decision: 19.10.2011] have held that MACP is to be granted on promotional hierarchy and not on next higher Grade Pay as per the 6th Pay Commission Recommendation. The SLP filed by Union of India against the P&H decision was dismissed by the Supreme Court [CC 7467/2013].

P.A. EXAM 2013 - SELECTION PROCEDURE

Background: Aptitude Exam (Paper-1) for PA/SA vacancies 2011 & 2012 was held   during  April-May 2013 across India under various phases. Results of Aptitude test were declared  during  first week of August and for those who have qualified for Paper-II, Computer Typing/Data Entry Tests were conducted during August- September 2013. Now the whole exam process got over and every candidate is eagerly waiting for the final results so as to secure a job in Department of Posts, Government of India. 

 

About exam: As all are aware M/s CMC Ltd has conducted the examination and they will make available the final results to the respective Circles for later procedures. The final results is expected any time from now, though the Postal Department has so far not declared any exact date for declaration of results.

As per the Labour Ministry recommendation, the Finance Ministry making arrangements to obtain the approval from the Union Cabinet on the agenda point.

 

The agenda point may be taken for the discussion in the meeting to be held on tomorrow at New Delhi. The additional Dearness allowance of 10% from July 2013 to all CG Staff and Pensioners may be granted to compensate the price hike. The total Dearness allowance will go up to 90%.
