7th Pay Commission Collects Various Data of Central Government Employees

             7th Pay Commission recently called for information from all the Ministries and issued a format which requires various data about the central government employees working in Ministries / Departments. All the Ministries directed their respective departments to submit the information as required by Seventh central Pay Commission immediately. Many departments told that they have submitted the desired data/information in the prescribed format to seventh pay commission. The central government departments were asked to submit the fallowing information about central government employees.

FINANCE MINISTRY REJECTED THE DEMAND OF MERGER OF D.A.- LETTER ADDRESSED TO SECRETARY JCM NATIONAL COUNCIL

Finance Ministry once again ruled out any possibility of merger of D.A. with basic pay for Central employees. In a letter addressed to National Council Secretary Shri Shiva Gopal Mishra on 17.6.2014, regarding the main demand of merger of dearness allowance with basic pay, Govt sticking on the resolution taken on 29.08.2008 in respect of definite proposal of Sixth Pay Commission (No merger of D.A.). 

LAST DATE FOR SUBMISSION OF MEMORANDUM TO 7TH CPC EXTENDED

As per the request of the JCM National Council Staff side, 7th Central Pay Commission has granted extension of time upto 15.07.2014 (15th July 2014) for submission of memorandum by individual organizations other than JCM staff side. The following is the revised time schedule (Last date).

1.  JCM National Council Staff side                :  30.06.2014 

2.  All other Federations/Unions/Associations  :  15.07.2014

JCM National Council Staff side will be submitting a common memorandum before 30.06.2014 on the common demands of the Central Government Employees. The Copy of the JCM Staff side memorandum will be placed in the website.

All affiliated organizations of the Confederation are requested to prepare their sectional memorandum well in advance and be ready to submit it before 15.07.2014 to the 7th CPC. New Pay scales demanded by the JCM Staff side will be available in the common memorandum of the JCM Staff side.

Confederation National Secretariat meeting will be held on 31.05.2014 at ITEF Head Quarters (Rajouri Garden) at 2 PM as already notified to finalise the common memorandum. (Please note the time change from 11 AM to 2 PM). All National Secretariat members are requested to attend the meeting.

5th CPC had ACP, 6th CPC had MACP; what does 7th CPC have?

Assured Career Progression (ACP) is a boon to employees who have been suffering without promotions for years.

Employees who got their jobs towards the end of 1960s had to face countless hurdles. One of them was the problem with promotions.

There were many who didn't get any promotions for 30 years. Countless others retired without getting a single promotion in their careers.

To put an end to this, all the Federations fought together and made the Government to implement the ACP (Assured Career Progression) promotion scheme. It enabled the employees, who didn't get any promotion for 12 and 24 years, to get one or two promotions respectively. A number of employees benefited from this.

Government of India has notified constitution of 7th Central Pay Commission (CPC) vide Gazette notification No.1/1/2013-E.III(A) dated 28th February, 2014. You may also be kindly aware that Seventh CPC is mandated to submit its report to the Government within 18 months of its constitution. Further the Commission has been mandated to appoint such Advisors, Institutional Consultants and Experts as deemed necessary for any particular purpose.

The Ministry of Finance launched the website for the Seventh Central Pay Commission. As on date only the Terms of Reference of the 7th CPC is available on the page. The work on the page is still on the go as the page title is showing that for 6th CPC.

Central employees awaiting next Govt nod on DA merger

New Delhi: Central government employees are awaiting next government nod on merger of 50 percent dearness allowance to basic Pay in the view of model code of conduct.

Family finances of government employees are being squeezed from all sides as inflation is rising at its fastest level in last four years. How can government employees cope with raising inflation besides merger of 50 percent dearness allowance (DA) to basic pay.

Should the GRADE PAY STRUCTURE continue in the 7th CPC too?

Once every 10 years, the Central Government revises the pay grades of its employees. It is common knowledge that the Cabinet had ordered the formation of the 7th CPC (CENTRAL PAY COMMISSION) and has also given its approval to the TERMS OF REFERENCE. 

The Central Government has, until now, constituted six CPCs. The 6th CPC has the distinction of having introduced the GRADE PAY STRUCTURE. Until then, there was only the PAY SCALE. It was the 6th CPC that changed it to PAY BAND, GRADE PAY and PAY IN THE PAY BAND. It was then said that the reconstitution was made to reduce the number of categories in the PAY SCALE. They also explained how GRADE PAY was calculated. 

Until then, it was difficult to immediately deduce an employee’s BASIC PAY. It was often explained on the Government’s behalf that, after the 6th CPC, the BASIC PAY would amount to the sum of GRADE PAY and PAY IN THE PAY BAND.
