அன்புத் தோழர்களுக்கு  இனிய வணக்கமும் 

பொங்கல் நல் வாழ்த்துக்களும் ! 

ஏற்கனவே தென் மண்டலத்தில் தேங்கிக்கிடக்கும் ஊழியர் பிரச்சினைகள்  குறித்தும் , மண்டல  மற்றும் கோட்ட அதிகாரிகளின் அடக்கு முறைகள் குறித்தும்  நமது  தமிழக அஞ்சல் -RMS  இணைப்புக் குழுவின் சார்பாக  மண்டல அதிகாரி அவர்களிடம்  கோரிக்கை மனு அளித்து கடந்த 03.09.2013 அன்று   நாம் பேச்சு வார்த்தை நடத்தியதும் அதன் விளைவாக சில பிரச்சினைகள் தீர்க்கப் பட்டதும் ,  நமது கோரிக்கை மனுவிற்கு  எழுத்துபூர்வமாக பதில் பெற்றதும் , அதில் பல பிரச்சினைகள் தீர்க்கப் படாமல் மழுப்பலான பதிலாக அளிக்கப் பட்டிருந்ததும்  தென் மண்டலத்தில் உள்ள  அனைத்து அஞ்சல் - RMS  பகுதி நிர்வாகிகளுக்கும் ,  கோட்ட/ கிளைச் செயலர்களுக்கும் நன்கு தெரியும். 

அளிக்கப் பட்ட பதிலின் நகல் அனைத்து கோட்ட/ கிளைச் செயலர்களுக்கும் ஏற்கனவே அனுப்பப் பட்டிருந்ததும் நினைவில் இருக்கும் .

செப்டம்பர் திங்கள் பேச்சு வார்த்தைக்குப் பிறகு 03.09.2013 அன்று மாலை  நடைபெற்ற கோட்ட/ கிளைச் செயலர்கள் கூட்டத்தில்  நமது  அறிவிக்கப் பட்ட போராட்டம்  ஒத்தி வைக்கப் பட்டதாக  நல்லெண்ண அடிப்படையில் ஏகமனதாக முடிவெடுக்கப் பட்டதும் நினைவில் இருக்கும்.

மாறாக , தற்போது  தென் மண்டலத்தில்  நிலைமை தலைகீழாக மாறியுள்ளது என்பதை பல்வேறு பகுதிகளில் இருந்து வரும் சாதாரண தோழர்கள் முதல் , கோட்ட/ கிளைச் செயலர்கள் மற்றும் நிர்வாகிகளின்  கோபக் குரல்= கூக்குரல்  மூலம் நம்மால் நன்கு உணர முடிகிறது. 

SUBJECTS TAKEN UP FOR DISCUSSIONS IN THE JCM (DC) MEETING TO BE HELD ON 27.11.2013 - RAISED BY TN CIRCLE UNION

ITEM NO.3. Divisional arrangement/local arrangement in selection grade posts, irregular clarification issued in Tamilnadu Circle.

Under para 3 of the CPMG Tamilnadu circle Memo No. STA/2-79/SK/11 dated 08.08.2012, it is instructed that it should be ensured that no ineligible officials are allowed to officiate in higher posts and that they should not be drawn the pay applicable to higher posts. It had resulted in stoppage of drawal of officiating pay to the LSG officials who have been ordered to officiate in HSG II and HSG I posts in the absence of the eligible officials as per Recruitment Rules. The officiating arrangements for HSG II and HSG-I posts are being made from the LSG officials only in the dearth of eligible officials for regular promotion. Further the instructions issued in Tamilnadu circle is utter violation of Rule 50 of volume IV and also vitiates the Directorate instructions dated 30.07.2012 on the subject.

It is therefore requested to kindly cause appropriate instructions to rescind the order and allow officials to draw the entitled officiating pay as per the rules.

ITEM NO. 4. Non implementation of Delhi High Court orders on revision of pay scales of Packers, Foreign Post, case of Chennai Foreign Post in Tamilnadu Circle.

Despite clear orders dated 17.08.2012 and subsequent clarifications dated 03.09.2012 of the Directorate, the implementation of the orders has not been carried out by the Director, Foreign Post Chennai till date.

The Directorate vide its letter and 04.09.2012 clarified that they should be allowed the pay scale of Rs. 950-1500 w.e.f 01.01.1986 and further pay scale of Rs. 3050-4590 w.e.f 01.01.1996 and Rs. 5200-20200 with grade pay Rs. 1900 w.e.f 01.01.2006. Earlier the DoPT as well as the Directorate clarified that the previous financial upgradation in respect of Group ‘D’ shall be ignored and will be provided fresh refixation after the introduction of MACP. Similarly there was a pay scale fixed for the posts having the pay scale of Rs. 950-1500 for TBOP and after 01.11.1991 for also BCR after the introduction of MACP similarly orders have been communicated after 6th CPC about the pay scales applicable for TBOP and BCR for the entry pay scale of Rs. 3050-4590.

As such the clarifications sought for by the Director Foreign post is nothing but to delay the dues to be paid the officials. Similarly the clarification sought by him about the next grade pay after fixing with Rs. 1900 is totally unwarranted. The Director mentioned that the Directorate orders are not clear about refixation of pay to Group ‘D’ officials whether it is notional or arrears to be drawn despite very clear clarification is issued by the Directorate on 04.09.2012 to give effect from 01.01.1986. It is pertinent to mention that in all the three Foreign Posts other than Chennai, the pay fixation was already carried out and arrears were drawn. Further promotions were also accorded under MACP thereafter.

DISCUSSIONS ON THE PENDING JCM SUBJECTS IN THE JCM (DC) STANDING COMMITTEE MEETING HELD IN 23.08.2013

The standing committee meeting of JCM (DC) was held on 23.08.2013 under the chairmanship of Member (O) to discuss the pending items of the last JCM (DC). Com. K. V. Sridharan, Leader Staff side, Com. Giriraj Singh, Secretary Staff Side, Com. M. Krishnan, Secretary General NFPE Com. D. Theagarajan, Secretary General FNPO represented the staff side. Com. Ishwar Singh Dabas, General Secretary, P4 NFPE, Com. T. N. Rahate General Secretary P4, FNPO were also present to discuss the postmen related issues.

The following are the decision in respect of important items.

1.    A new chairperson will be nominated with in a fortnight for further continuance of cadre restructuring proposal. A meeting with the staff side will be held within one month.

2.     The case of System Assistant will be looked into by the cadre review committee. The uniform duties and other ten demands pertaining to system administrators will be discussed in the same committee.

3.        Droping the practice of obtaining fidelity bond will be reviewed once again.

4.          The protection of pay of the defunct scale of PO & RMS Accountant case is being reviewed.

5.         The revision of cash allowance to the SPMs handling cash in the absence of treasurer will be finalized at the earliest possible.

6.         The committee reports for enhancing the line limits for cash remittance will be decided within a month. Providing van for cash conveyance for MNERGA payment will be considered.

7.     Fixing of norms to PSD and CSD will be considered only after the implementation of IT modernisation project.

மதுரையில் நடைபெற்ற பிரம்மாண்டமான NFPE பயிலரங்கின் சில துளிகள்

                     09.08.13 அன்று மதுரையில், குளு குளு அரங்கில் மத்திய அரசு ஊழியர்களின் மாபெரும் இயக்கமான NFPE-ன் எழுச்சி மிகு பயிலரங்குக் கூட்டத்தினை நடத்த மதுரைக் கோட்டம் வெகு சிறப்பான முறையில் ஏற்பாடு செய்திருந்தது. மாநிலம் முழுவதும் இருந்து முன்னணித் தோழர்களும், தொழிற்சங்க நிர்வாகிகளும் பெருந்திரளாக கலந்து கொண்டனர். கீழ்க்காணும் தலைப்புகளில், மாநில, மத்திய தொழிற்சங்க நிர்வாகிகள், பயிற்சி அளித்தனர்.

                இளைஞர்களும் தொழிற்சங்க வரலாறு, தொழிலாளர் பாதுகாப்பு விதிமுறைகள் குறித்து மாநிலத் தலைவர் சிரி. வெங்கடேசன் அவர்களும், தாந்தோன்றித் தனமாக செயல்படும் அதிகாரிகளுக்கு கடிவாளம் போடக் கையாள வேண்டிய RTI சட்டம் குறித்தும், CONTRIBUTORY NEGLIGENCE குறித்து முன்னாள் மாநிலச் செயலர் தோழர் S.சுந்தரமூர்த்தி அவர்களும், மாறி வரும் காலகட்டத்தில் அஞ்சல் துறை வளர்ச்சி, ஊழியர் பணிப்பாதுகாப்பு, எதிர்காலத் திட்டங்கள், அஞ்சல் துறையில் வரவேற்கத்தக்கதும், எதிர்க்கத்தக்க அம்சங்கள் குறித்து மாநிலச் செயலர் தோழர் J.ராமமூர்த்தி அவர்களும், CCS-CCA விதிமுறைகள், அடாவடித்தனம் செய்யும் அதிகாரிகளின் பழிவாங்கும் போக்கில் இருந்து ஊழியர்கள் தங்களைக் காத்துக் கொள்ளச் செய்ய வேண்டிய வழிமுறைகள் குறித்து முன்னாள் மத்திய செயலர் அறிவு ஜீவி தோழர் K.V.சிரிதரன் அவர்களும் விரிவாக உரையாற்றியது, கலந்து கொண்ட தோழர்களுக்கு, அறிவமுதை வார்த்ததாக இருந்தது என்றால் அது மிகையல்ல.... !!!

                  இதுபோன்ற தொடர்ச்சியான பயிலரங்க்குக் கூட்டங்கள் இனிவரும் காலங்களில் நடத்தப்படும் என்றும் கோட்டத்திற்கு 5 இளைய உறுப்பினர்கள் தேர்ந்தெடுக்கப்பட்டு, இலாக்கா விதிமுறைகள், தொழிலாளர் சட்டங்கள் குறித்து பயிற்றுவிக்கப்பட்டு,  எதிர்காலத்திலும் NFPE இயக்கத்தை இதே போல வலுமையான இயக்கமாக, ஊழியர் பாதுகாப்புக்கு உறுதி சேர்க்கும் இயக்கமாக தொடர சூளுரைக்கப்பட்டது.

                 36வது  தமிழ் மாநில மாநாடு  குடந்தையில்  ஜூன் மாதம் 5-7 தேதிகளில் தோழர் O P குப்தா நகரில் தோழர்.P.ஆறுமுகம் அரங்கில் கொடியேற்றத்துடன் மாநாடு துவங்கியது.  தோழர்.J .ஸ்ரீவெங்கடெஷ் அவர்கள் தலைமையில் நடைப்பெற்றது.

                  அமைப்பு நிலை விவாதத்தை மாநில செயலர் தோழர்.J .ராமமூர்த்தி துவக்கிவைத்து உரையாற்றினார் . அவர் தனது உரையில் தமிழக  அஞ்சல் துறையில், தாந்தோன்றி தனமாக, தறிகெட்டு செயல்படும் அதிகாரிகள், கடிவாளமிட்டு கண்டித்திட தவறும் மாநில மண்டல நிர்வாகங்கள்,  விதி மீறல்கள், அரசு பணத்தை விரயமாக்கிடும் பல்வேறு செயல்பாடுகள் என ஏற்பட்டிருக்கும் சீரழிவினை கட்டுப்படுத்திட, சரிசெய்து தர வேண்டிய கட்டாயத்தில் தமிழ் மாநில சங்கங்கள்.   இயக்கங்களின் நிலவி வந்த சண்டைகளினால் வலுப்பெற்ற அதிகாரிகளின் கொட்டத்தினை அடக்கிட, இயக்கங்களில் ஒற்றுமை அவசியம் என்ற கோட்பாட்டுடன், "போராட்டத்திற்காக ஒற்றுமை; ஒற்றுமைக்காக போராட்டம்" என்ற அடிப்படையில் அனைவரும் ஒன்று சேர்ந்து இயக்கப் பதாகையினை தூக்கி பிடித்திடுவோம் என்ற கொள்கை முழக்கங்களுடன் இந்த மாநாட்டில் இன்று நாம் கூடியிருக்கின்றோம். 

           நடந்து முடிந்த கசப்பான சம்பவங்கள், இயக்கத்தில் எற்பட்ட கரும்புள்ளிகளாக இருந்தாலும், வருங்காலத்தில் அவைகள் துடைத்தெறியப்பட ஒற்றுமையுடன் ஜனநாயகரீதியில்  செயல்படுவது  ஒன்று தான் சரியான பாதை  என்பதனை அனைவரும் உணர்ந்திட  வேண்டும்.  அந்த நம்பிக்கையுடன் தான் இந்த மாநாட்டில் கூடியிருக்கின்றோம் என குறிப்பிட்டார்.

                       மகளிர் கருத்தரங்கம் தோழியர் ஏஞ்சல் சத்தியநாதன் தலைமையில் 6.6.2013 மாலை 6.00 மணியளவில் நடைப்பெற்றது.  அதில் பாரத் கல்வி குழமத்தின் தலைவர்  திருமதி. புனிதா சேகர்  அவர்களும் குடந்தை நகர் மன்ற தலைவர் திருமதி.ரத்னா சேகர் அவர்களும்  கலந்து கொண்டு சிறப்பித்தனர்.

The Circle Secretary, Com. J. Ramamurthy and The Regional Secretary Com. K. Narayanan and some more NFPE representatives are attending the BI MONTHLY MEETING
