NFPE IS 60 YEARS OLD - BUT STILL IT IS YOUNG !

                   National Federation of Postal Employees (NFPE) is a class-oriented militant organisation of above five lakhs postal employees. NFPTE was formed on 24.11.1954

                   The P&T trade union movement in India has inherited a history of struggles and sacrifices right from the days of British Raj.  During 1905 when there was no freedom to form unions, Babu Tarapada Mukherjee started this organisation in the name of a Postal Club at Kolkata GPO.  Tarapada was dismissed from service by the British Government for delivering a speech against the British Government in the year 1921 at Lahore All India Conference.  During the last more than one hundred years many leaders and workers of this organisation has been tortured, arrested and put under jail both by the British and Indian Governments.  Com. Dada Ghosh, founder Secretary General of NFPTE was arrested and placed under prolonged suspension. Com.N.J.Iyer, former All India President of NFPE was arrested for delivering a speech against “Emergency” in 1975 and imprisoned in Bikanir Jail for 18 months.  Com.K.Adinarayana, Former Secretary General of NFPE was in jail for three years for participating in the Telangara struggle against Nizam. Com. K. G. Bose, who electrified the P&T Trade Union movement with his class-oriented approach was dismissed from service. Many legendary leaders like Coms. O. P. Gupta, Henry Barton, V. G. Dalvi, K. L. Moza, A. S. Rajan, Piramanathan, N. C. Ambalavanan have lead this organization in the past.

      Congratulations! and warm welcome to all the new entrants.  With pride & prestige, the NATIONAL FEDERATION OF POSTAL EMPLOYEES (NFPE) the delight of the Department of Posts known for commitment & service before  self, feel privileged to meet and greet the talented young blood inducted to the Department of Posts, with passion and sense of responsibility.

         No doubt we have every reason to green with envy on your selection to this prestigious Department as you are chosen being the cream among who contested for selection .  We know NFPE Union needs no introduction as it has stamped its presence in the history of Indian trade union movement. NFPE is a militant organization of about 5 lakhs postal employees.  It is within everybody’s knowledge that only the voice of NFPE peals like a trumpet – note, from one end of India to the other, as it represents 70 TO 80% of the postal community in each circle.  The P&T trade union movement in India has inherited a history of struggle and sacrifices right from the days of British Raj.

Formation of All India Postal & RMS Pensioners Association

The Department of Posts is one of the largest Central Government Departments next to Railways and Defence and the strength of Pensioners of Postal Department is also one of the biggest in the country. 

  NFPE in its 9th Federal Council had resolved to extend full support and solidarity to the efforts of mobilizing the entirety of Pensioners of Postal Department, especially in the specific background of very serious attacks on Pension and Social Security of all Pensioners and Government Employees under LPG policies of Central Government. We also note with concern that despite the existence and functioning of different Pensioners’ Organizations in the country, more than 80% of Postal Pensioners remain unorganized. 

This weakness has to be eliminated in order to combat the attacks on Pension and Social Security. Mobilization of all Pensioners of Postal and RMS disregarding their union affiliations in the past is the need of the hour.

வேலை நிறுத்தத்திற்கான வாக்கெடுப்பு  நடத்திட  பல பகுதிகளில் இன்னும் ஊழியர் சங்கப்பிரதிநிதிகள்  தயாராகாத காரணத்தினால் ,  இதனை முழுமையாக  வெற்றிகரமாக செய்திட வேண்டி, கால அவகாசம் அளித்திட வேண்டியுள்ளது. 

மேலும் இதற்கான  பலமான பிரச்சார இயக்கம் நடத்திட வேண்டியுள்ளது . ஆகவே  எதிர் வரும் செப்டம்பர் 25, 26,27 தேதிகளில் அறிவிக்கப் பட்ட  வாக்கெடுப்பு என்பது  எதிர்வரும் நவம்பர்  திங்கள் 11, 12 மற்றும் 13 தேதிகளுக்கு மாற்றப் பட்டுள்ளதாக  நமது மகா சம்மேளனம் அறிவித் துள்ளது .  அந்த சுற்றறிக்கையை கீழே பார்க்கவும்.  இதனை அனைத்து பகுதி தோழர்களுக்கும் தயவு செய்து தெரிவிக்கவும். 

மேலும்  மத்திய அரசின் சிக்கன நடவடிக்கையாக ஓராண்டுக்குமேல் காலியாக உள்ள பதவிகளை ஒழித்திட உத்திரவிட்டுள்ளதை எதிர்த்து எதிர்வரும் 25.09.2013 அன்று  பணியிடங்களில் கண்டன ஆர்ப்பாட்டம் நடத்திட  முடிவு எடுக்கப் பட்டுள்ளது.  அதன் அடிப்படையில் சென்னை பெருநகரம் உள்ளிட்ட அனைத்து கோட்ட/ கிளைகளிலும் ஆங்காங்கே  இதற்கான கண்டன ஆர்ப்பாட்டம் நடத்திட  வேண்டுகிறோம்.

TAKEN UP FOR DISCUSSION

IN PARLIAMENT

As you are aware, Central Government is going ahead with their agenda on pension privatization. The controversial PFRDA Bill (Pension Fund Regulatory and Development Authority Bill) is listed as an agenda item for the current Parliament session. The bill may be taken up for discussion in Parliament on any day. Confederation of Central Government Employees & Workers has opposed the Contributory Pension Scheme and also the PFRDA Bill from the very beginning.

We have conducted so many agitational programmes including strike. The left parties in the parliament have also strongly opposed the Bill. Inspite of the opposition from employees (both Central Government and State Government Employees & Teachers) and also from left political parties, the Central Government is not ready to withdraw the contributory Pension scheme or to scrap the PFRDA Bill.

The National Secretariat of the Confederation has viewed the move of the Government with grave concern and decided to call upon the entirety of the Central Government Employees & Workers to organize mass protest demonstration in front of all offices throughout the country after walking out from offices for two hours, on the day when the bill is taken up for discussion in Parliament or on the next day if information is received late.

All India office bearers, State level COCs and other COCs are requested to make the two hours walk out programme a grand success.

NFPE அஞ்சல் மூன்று சங்கத்தின் உறுப்பினர் சந்தா 01.07.2013 முதல் Rs.50/- ஆக மாறுகிறது. 

திருவனந்தபுரத்தில் கடந்த மார்ச் திங்களில் நடைபெற்ற நமது அஞ்சல் மூன்று சங்கத்தின்  அகில இந்திய மாநாட்டு தீர்மானத்தின் அடிப்படையில்  அஞ்சல் மூன்று  உறுப்பினர்களின் சந்தா தொகை  ரூ.30/- லிருந்து ரூ.50/- ஆக உயர்த்தப் படுகிறது . இந்த சந்தா பிடித்தம் என்பது  ஜூலை 1 முதல் அமல் ஆகும் .

இதற்கான இலாக்கா மற்றும் CPMG, TN உத்திரவின் நகல் கீழே அளிக்கப் பட்டுள்ளது . அந்தந்த  கோட்ட/ கிளைச் செயலர்கள் இந்த விபரத்தை முறையாக DDO மற்றும் கோட்ட அதிகாரியிடம் தெரிவித்து  இந்த மாத ஊதியத்தில்

இதன் கீழே  நமது  அஞ்சல் மூன்றாம் பிரிவு சங்கத்தில்  புதிய உறுப்பினர் சேர்த்திட உரிய விண்ணப்ப  படிவமும் ,  மாற்றுச் சங்கத்தில் இருந்து விலகிட ஒரு படிவமும்  அளித்துள்ளோம் 

அதே போல AIPEU  GDS (NFPE ) சங்கத்தில் புதிய உறுப்பினரைச் சேர்த்திட  ஒரு படிவமும் , மாற்றுச் சங்கத்தில் இருந்து விலகி சந்தாப் பிடித்தத்தை  நிறுத்திட  ஒரு படிவமும் அளித்துள்ளோம்.

நம்முடைய  கோட்ட/ கிளைச்  செயலர்கள் , மற்றும்  இதர பொறுப்பாளர்கள் ஏப்ரல் 1 முதல் ஏப்ரல் 30 க்குள் புதிய உறுப்பினரை சேர்த்திடவும் , இதர சங்கங்களில்  இருந்து வரும்  உறுப்பினர்களிடம்  அதற்கான  படிவத்தை  அளித்து  அவர்களது  சந்தா பிடித்ததை நிறுத்திடவும் , அதே நேரத்தில் நம் சங்கத்தில் சேர்ப்பதற்கான விண்ணப்பத்தில் கையெழுத்துப் பெற்றிடவும்  .கோரப்படுகிறார்கள் .

புதிய உறுப்பினர் சேர்க்கை; 2013-2014

ஏப்ரல் மாதம் முதல், உறுப்பினர் சேர்க்கை நடைபெற்று வருகிறது. அதிக எண்ணிக்கையில் இம்முறை புதிய உறுப்பினர்களை நம் NFPE இயக்கத்தில் சேர்க்க அனைத்து உறுப்பினர்களும், சபதம் ஏற்குமாய்க் கேட்டுக்கொள்கிறேன். புதிய உறுப்பினர் சேர்க்கும் பணி விரைவாக நடைபெற்றுக் கொண்டிருக்கிறது. அனைத்துச் செயற்குழு உறுப்பினர்களும், பம்பரமாக சுழன்று உறுப்பினர் சேர்க்கையில் நமது கோட்டம் முன்னிலை வகிக்க ஒத்துழைக்குமாறு கேட்டுக்கொள்கிறேன்.

Notice for 12th December 2012 All India Strike of Central Govt. Employees will be served to the Cabinet Secretary by Confederation and to the Secretary, Department of Posts by NFPE on 19th November 2012. Draft copy of the strike notice will be exhibited in websites shortly.

You are requested to organise mass demonstrations of employees and serve a copy of the strike notice to all Circle/Regional/ Divisional heads on 19.11.2012. Wide publicity may be given among employees and also in print and electronic media, regarding serving of strike notice for the 12th December 2012 strike. TN NFPE CO-ORDINATION COMMITTEE CIRCULAR ON STRIKE

NEWS FROM SECRETARY GENERAL , NFPE ON GDS AND BONUS ISSUES

1. BONUS 2012 - POSTAL BOARD  HAS SENT THE BONUS FILE  TO THE HONBLE  MINISTER FOR COMMUNICATIONS FOR HIS APPROVAL.

2. REGARDING  ENHANCEMENT OF BONUS  BONUS CEILING TO GDS  FROM 2500 TO 3500 - AS THE FINANCE HAS AGAIN REJECTED  THE PROPOSAL,  COMMUNICATIONS MINISTER WILL  BE TAKING UP THE CASE WITH THE  FINANCE MINISTER  AS PER THE ASSURANCE GIVEN  TO THE JCA LEADERS EARLIER.

NFPE SOUTH ZONE TRADE UNION CAMP AT CHENNAI

The Trade Union Camp for the South Zone viz., Andhra, Tamilnadu, Karnataka and Kerala  commenced on 13th October, 2012 at Chennai . The two days camp commenced with the hoisting of the flag of the Federation and paying floral tribute to the Martyrs Column.

Comrade M.Krishnan Secretary General introduced all leaders to the house and requested the General Secretary of Reception Committee & Circle Secretary Postal Accounts Comrade R.B.Suresh to invite the leaders to dais. The first session of the Camp was presided over by Comrade M.Kannaianthe Convener of the Postal Circle Co-coordinating Committee  of Tamilnadu Circle. Comrade R.B.Suresh General Secretary of the Reception Committee delivered the welcome address. Dr.Venkatesh Athreya  renowned economist took the first class on “ INDIAN ECONOMY IN THE CONTEXT OF GLOBALIZATION”.  He narrated the harmful policies being implemented since 1980s in the name of LPG in a vivid manner. Comrade J.RamamurthyCircle Secretary P3 Tamilnadu gave vote of thanks.

MAINTAIN UNITY – DEFEAT THE DISRUPTORS

The tradition of the Postal Trade Union movement, from the very day of its inception, is the total unity of the entire Postal employees and Central Govt. Employees – Whether they are called Departmental Employees or Extra – Departmental Employees. Late Comrades: Tarapada Mukherjee, Dada Ghosh, K. G. Bose, N. J. Iyer, Adinarayana, K. L. Moza and all those great leaders stood for the unity of the entire Postal workers. Unfortunately, of late, deliberate attempt is being made repeatedly, from certain quarters, to split and weaken the rock – like unity of Postal employees.

In 2008, all the unions of NFPE took an unanimous decision to go on indefinite strike from 6^th January 2009, raising the main demands of the Gramin Dak Sevaks (GDS) i.e.; reject the retrograde recommendations of the Nataraja Murthy Committee report. But suddenly a strike notice was served by the then GDS union General Secretary for indefinite strike from 18.12.2008 i.e, 18 days before the proposed indefinite strike of NFPE. Other unions were not consulted. After serving the strike notice only it was known to others.

                      அமரர் அன்புத் தோழர் ஜெயக்குமார் அவர்களின் உயிரிழப்பிற்கு நியாயம் வேண்டியும், அதற்கான முறையான விசாரணை வேண்டியும், நாம் கோரிய கோரிக்கைகள் நிறைவேற்றப்படவேண்டி, அனைத்து தொழிற்சங்கங்களும் இணைந்த J.C.A இன்று, மாநிலம் தழுவிய ஒரு நாள் வேலை நிறுத்தத்திற்கான முறையான அறிவிப்பை, CPMG, CHENNAI அவர்களுக்கும், LABOUR OFFICEற்கும் அளிக்கவுள்ளது. அதன்படி 11.10.12 அன்று தமிழ்நாடு முழுவதுமான ஒட்டுமொத்த NFPE, FNPO அனைத்து தொழிற்சங்கங்களும், மாநிலம் தழுவிய வேலை நிறுத்தத்திற்கு தயாராகும்படி அனைத்து அஞ்சல் தோழர்களுக்கும், அறை கூவல் விடுக்கப்பட்டுள்ளது.

CONFEDERATION CIRCULAR NO. 16

PROGRAMME OF ACTION BY NATIONAL CONVENTION OF WORKERS

Dear Comrade,

                The National convention of workers, as intimated earlier, was held at Talkatora Stadium on 4th September, 2012.  The convention was organised by the united platform of Central Trade Unions in which the representatives of all Federations, Associations and Unions took part.  The convention was addressed by the leaders of the eleven Central Trade Unions. Copy of the declaration is enclosed. The following programme of action to press for the demands viz. to contain the ever rising prices of essential commodities, to take concrete measure for employment generation, enforcement of the existing labour laws, universal social security scheme for all workers,( i.e. assured pension for all) stoppage of disinvestment of PSUs, granting the minimum wage at Rs. 10,000/- etc  have been unanimously adopted.
