REGULAR POSTAL EMPLOYEES CAN GO FOR TOUR ANYWHERE IN INDIA (LTC)
(This is applicable for all Civil Central Government Employees)
All regular postal employees can go for tour to anywhere in India along with his/her dependents i.e., family members (family members means the details of family given and recorded in their service books. This may be changed by the Government servant as and when either a new entrant i.e., newly married spouse, new born babies).
CADRE RESTRUCTURING OF GROUP ‘C’ EMPLOYEES OF DEPARTMENT OF POSTS CADRE RESTRUCTURING – DEPARTMENT’S PROPOSALS
The Committee constituted by the Department on cadre restructuring of Group ‘C’ employees vide No. 25-04/2012-PE I dated 23rd Oct 2013 held its discussions on 04th Feb 2014 at 1500 hours & on 05th Feb 2014 at 1430 hours under the Chairmanship of Shri V. P. Singh, DDG (Personnel).
The representatives of the Staff side informed that Postal Assistant cadre officials are getting promotions in promotional hierarchy to Grade Pay of Rs. 2800/- (PB-1) in Lower Selection Grade at a time when they are already placed in the Grade Pays’ of Rs. 4200/- (PB-2) or Rs. 4600/- (PB-2) on award of financial upgradation(s) under MACPS. At this, the official side asked Staff side to furnish copies of the orders on above lines from few Circles to corroborate the above claim. The Committee recommends that before processing these recommendations, Establishment Division may obtain the same from Staff Side. After discussions, the following recommendations in respect to the cadre restructuring of Group ‘C’ employees were agreed to by the Department.

The Central Civil Service (Joining Time) Amendment Rules, 1989 - Dopt Order
New Delhi, the 10th March, 1989
G.S.R. 197. — In exercise of the powers conferred by the proviso to article 309 read with clause (5) of article 148 of the constitution and after consultation with the Comptroller and Auditor General of India in relation to persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Joining Time) Rules, 1979, namely :-
1. (1) These rules may be called the Central Civil Service (Joining Time) Amendment Rules, 1989.
(2) They shall come into force on the date of their publication in the Official Gazette
Should the GRADE PAY STRUCTURE continue in the 7th CPC too?
Once every 10 years, the Central Government revises the pay grades of its employees. It is common knowledge that the Cabinet had ordered the formation of the 7th CPC (CENTRAL PAY COMMISSION) and has also given its approval to the TERMS OF REFERENCE.
The Central Government has, until now, constituted six CPCs. The 6th CPC has the distinction of having introduced the GRADE PAY STRUCTURE. Until then, there was only the PAY SCALE. It was the 6th CPC that changed it to PAY BAND, GRADE PAY and PAY IN THE PAY BAND. It was then said that the reconstitution was made to reduce the number of categories in the PAY SCALE. They also explained how GRADE PAY was calculated.
Until then, it was difficult to immediately deduce an employee’s BASIC PAY. It was often explained on the Government’s behalf that, after the 6th CPC, the BASIC PAY would amount to the sum of GRADE PAY and PAY IN THE PAY BAND.

NEW DELHI: The Union Cabinet on Friday raised dearness allowance to 100% from 90%, benefiting 50 lakh employees and 30 lakh pensioners.
The government has also cleared the way for merger of 50% DA with basic pay by approving it among the terms of reference of the 7th Pay Commission. An official said now the commission can suggest the merger in its interim report.
He added that 50% DA merger with basic pay will roughly increase the gross salaries of central government employees by around 30%.

7th Central Pay Commission Terms of Reference - Cabinet approved ToR of 7th CPC
The Union Cabinet today gave its approval to the Terms of Reference of 7th Central Pay Commission (CPC) as follows:-
a) To examine, review, evolve and recommend changes that are desirable and feasible regarding the principles that should govern the emoluments structure including pay, allowances and other facilities/benefits, in cash or kind, having regard to rationalization and simplification therein as well as the specialized needs of various Departments, agencies and services, in respect of the following categories of employees:-
i. Central Government employees-industrial and non-industrial;
ii. Personnel belonging to the All India Services;
iii. Personnel of the Union Territories;
iv. Officers and employees of the Indian Audit and Accounts Department;
v. Members of regulatory bodies (excluding the Reserve Bank of India) set up under Acts of Parliament; andvi. Officers and employees of the Supreme Court.
