Kindly recall the discussions we had at our meeting held at the CHQ on 25th. For paucity of time, we could not carry out the discussion for finalising the campaign programme on that day. The house said that another meeting after the 26th programme might be convened to finalise the campaign programme for the impending strike action. Most of the Comrades expressed the difficulty in undertaking another visit to Delhi in the month of August, 2012. Taking into account that the strike action is slated for 12th December, 2012, and hardly four months are at our disposal and in view of the fact that October and November being festival months, we propose the following programme for your consideration. Your views in the matter may please be communicated to the CHQ through e-mail latest by 10th August, 2012. We are to deploy the Sectt. Members to different States. The Secretary General will intimate the final decision after the feed back on 10th August, 2012. Kindly ensure that you send in your views well before 9th August, 2012.

Central Government employees threaten to go on strike
Central government employees and workers today threatened to observe a daylong strike on December 12 if their charter of demands such as setting up of the seventh pay commission is not addressed "expeditiously".
The employees, who participated in 'march to Parliament' programme here under the banner of confederation of Central Government Employees and Workers hoped the Prime Minister, to whom a memorandum containing their charter of demands has been submitted, would "consider and settle the issues within a reasonable time frame".

CADRE REVIEW
Cadre review is an important aspect of cadre management. It ensures a healthy balance between the functional requirements of an organisation and legitimate career aspirations of its officers. The thrust of such an exercise is on scientific manpower projection and recruitment planning in order to rationalise the cadre structure as also to enhance efficiency, morale and effectiveness of the service/cadre. In terms of the extant guidelines, ideal periodicity of cadre review is once ever y five years .
The Department of Personnel and Training, being the nodal Department for cadre review of all Group ‘A’ Central Services/Cadres, has issued various guidelines to facilitate the process. Cadre Review as a subject has been allocated to the Cadre Review Division, which also acts as the Secretariat for Cadre Review Committee constituted to review individual service/cadre. The cadre review proposals are scrutinised in this Division keeping in view the broad factors like functional requirements, stagnation at various levels, financial implications, measures for saving, organisational proficiency, etc . The proposals are then referred to the Department of Expenditure for financial concurrence and placed before the Cadre Review Committee for its approval. The Division also renders advice to the Cadre Controlling Authorities for better cadre management.

Compassionate Appointment -Three Years time Limit Lifted
DOPT has lifted the Three years Time Limit stipulated in the earlier OM No: 14014/19/2002-Estt(D) dated 05.05.2012 consequent on Hon’ble High Court Allahabad Court Judgement dated 07.05.2010 in civil Misc Writ Petition No: 13102 of 2010.
This decision has been taken after re-examination of the issue in consultation of issue with Ministry of Law.
So, the Department’s earlier OM No: 14014/6/1994 -Estt. (D) dated 09.10.1998 which provides that Ministries / Departments can consider requests for compassionate appointment even where the death or retirement on medical grounds of a Government Servant took place long back say five years or so, would prevail.
Fifth Anomaly Committee meeting held on 17.07.2012 - Outcome on important Issues
1. Special Allowance & Qualification Pay—
The demand for taking special allowance and qualification pay for fixation purposes on promotion w.e.f. 1.1.2006 is agreed to be considered and finalized within one month.
2. Rule 8 of Revised Pay Rules :-
It was agreed that taking into consideration, Recruitment Rules the Senior promotee’s pay will be allowed to be fixed at the same stage (especially at the minimum of pay) thus the seniors will get the entry stage pay fixed for direct recruits.
3. Transport Allowance :-
Since CCA got subsumed in the Transport Allowance resulting denial of Overtime, action will be taken to review this particular aspect to mitigate the hardship.
MINUTES OFTHE COMMITTEE TO DESIGN AND DEVELOP THE BICYCLE FOR THE POSTMAN HELD ON 25 JULY, 2012.
A Committee constituted by Secretary (P) vide order No. 1-6/2011-MVand comprising of Mr. B.Selva Kumar, PMG Agra as Chairperson and Sh. R.K. Sharma, Director MV, Sh. Aman Sharma, DPS(MSP) Delhi Circle along with two representatives of recognized Postman Unions , Sh. TN Rahate and Sh. Ishwar Singh Dabas as members met at Meghdoot Bhawan on 25 July 2012 to recommend the design and specifications of the Postman bicycle along with mail box/bag to be procured by the Department.
2. Terms of reference: The Committee is required to recommend the design, development and specifications of boxes/bags to be provided with bicycle to the Postman. These bicycles are to also to act as the brand ambassador of India Post.

From Post Office Clerk to President- Pranab Mukherji
Mr Pranab Mukherjee took the oath of office and secrecy as the 13th President of the country at the Central Hall of Parliament here on Wednesday.The Chief Justice of India, Mr Justice S.H. Kapadia, administered the oath, at an elegant ceremony attended by top leaders and officials.
Mukherjee was born on 11 December 1935 in Birbhum district in the Bengal province of British India. His father Kamada Kinkar Mukherjee, was a member of the Indian National Congress during the Indian Independence movement and had spent more than ten years in British jails. Mukherjee’s mother’s name was Rajlakshmi Mukherjee.
He holds a Master of Arts degree in History and Political science and also a degree in Law from the University of calcutta.
Mukherjee began his career as an upper-devision clerk in the office of the Deputy Accountant-General (Post and Telegraph) in Culcutta. After getting above academic degrees, he became professor in a college in Birbhum district and later he also worked as a journalist for the Bengali publication Desher Dak.

The Confederation of Central Government Employees will take out a march to Parliament on July 26, demanding constitution of the Seventh Pay Commission and dismantling of the new pension scheme.
Talking to reporters in Chennai, general secretary of the Confederation M. Duraipandian said though the Centre had trumpeted that the Sixth Pay Commission had increased the salary of the employees by 28 to 40 per cent, increase in petrol prices and hike in the price of essential commodities had proved that salary hike was not adequate.

Subject : Sanctioned Strength, incumbency, vacancy in the grade of UDCs of CSCS — reg.
Central Secretariat Clerical service consists of the grades of Upper Division Clerks (UDCs) and Lower Division Clerks (LDCs). Overall sanctioned strength of UDCs and LDCs is 3681 and 2252 respectively. Both the grades are, however, decentralized.
2. In pursuance to the recommendation of the Cadre Restructuring Committee of CSS, it was decided by the Cabinet in 2003 to discontinue direct recruitment of LDCs. The necessary order in this regard was issued on 20.4.2005 through which direct recruitment to the post of LDCs in CSCS was discontinued. All the Cadre Units of CSCS were requested to issue the necessary orders for abolition of all the vacant posts in the LDC grade of CSCS as on 3.10.2003, falling under direct recruitment quota (80% on the basis of competitive examination held by the SSC and 5% on the basis of selection made by the SSC from amongst outstanding sportsmen). As regards, the posts falling vacant on and after 3.102003, 85% of all such vacant posts were to be abolished in each select list year.
3. Though the cadres of UDCs and LDCs are decentralized, the overall control of the cadre lies with this department. However, the updated data about the sanctioned strength, incumbency position, vacancy etc. are not readily available with the department. It need not be emphasized that the said data is of utmost importance for formulation and implementation of any policy or plan with respect to the cadres.
4 In view of the above, the Cadre Units are requested to furnish the necessary details about the sanctioned strength, incumbency position, vacancy in the grade of UDCs as on 1.7.2012 as under :-

Government plans to separate Indiapost's functions
The government is planning to separate the functions of policy making, regulations and operations of the over 150 year-old Department of Post (DoP).
Sources in Ministry of Communications and IT said Kapil Sibal has asked for setting up a body to oversee the unbundling of DoP's functions.
An independent body named Postal Development Board (PDB) will be responsible for the overall development and governance of the postal sector, they added. The PDB will also draw a road-map for unbundling of postal department functions.
"The idea is to develop Indian postal sector as a full-fledged market, bring in more service providers to enhance employment and contribution to nation's GDP," a senior ministry official said.

Exemption of Salaried Employees from Requirement of Filing of Returns for Assessment Year 2012-13
Central Board of Direct Taxes (CBDT) vide its Notification No. 9/2012 dated 17th February, 2012 has exempted salaried employees from the requirement of filing the returns for assessment year 2012-13. The exemption is applicable only if all the following conditions are fulfilled:-
• Employee has earned only salary income and income from savings bank account and the annual interest earned from savings bank account is less than Rs. 10 thousand.
• The total Income of the employee does not exceed Rs. 5 Lakh (Total Income means Gross Total Income Less deductions under Chapter VIA).
• The Employee has reported his PAN to the employer.
• Employee has reported his income from interest on savings bank account to employer.
• Employee has received Form 16 from his employer.
• Total Tax Liability of employee has been paid off by employer by way of TDS and employer has deposited TDS with central government.
• Employee has no refund claim.
• Employee has received salary only from one employer.
• Employee has not received any Notice from Income Tax Department for filing of Income Tax return.

APEX COURT ORDERS FOR COMPENSATION ON CG EMPLOYEE’S WIFE’S DEATH IN CGHS HOSPITAL
The Union government has been ordered by the country’s apex consumer panel to pay Rs 5 lakh as compensation to one of his employees, whose wife had died of excess bleeding in a CGHS hospital soon after giving birth to a child through cesarean section over 13 years ago.
The National Consumer Disputes Redressal Commission (NCDRC) ordered the government to pay the compensation, as the woman died of excess bleeding after surgery with no blood available in blood bank of the Central Government Health Scheme (CGHS) maternity hospital.

1. Setting up a 'Postal Development Board' for overall development and governance of Postal Sector. Besides this, the Board will draw roadmap forunbundling of functions (operations, regulation and policy making) inpostal sector over a period of time, in order to develop an organized, competitive, effective, well governed and commercial postal market in India.
2. Constitute Postal Advisory Council comprising policy makers, postal operators and other stakeholders. The council will be an advisory body for effective implementation of the policy.
3. Create, Institutional Framework for continuous data collection from all postal operators. Collected data will be used to develop postal indicators and quality measurement systems.
4. Develop minimum & fair standards and quality measurement systems for all postal operators. Govt. to support small and medium postal operators to provide quality services and encourage entrepreneurship in the sector.

18-27 years (Relaxable for Government Servants up to 35 years for candidates Castes / Scheduled Tribes up to five years and for candidates belonging to Other Backward belonging to Other Backward Classes up to three years in accordance with the instructions issued by the Govt. of India.
