12.12.12. வேலை நிறுத்தத்தை வெற்றி பெறச் செய்வீர்...

APPEAL FILED IN JODHPUR HIGH COURT AGAINST CAT JUDGEMENT

Para – 9 of the Annexure – I to DOP&T OM dated 19.05.2009 provides in clearest terms that “regular service for the purpose of MACPS shall commence from the date of joining of the post in direct entry grade on a regular basis or on absorption/re-employment basis.”

The existing statutory Recruitment Rules of Postmen and PA cadre provide for promotion quota to be filled up through LDCE (Limited Departmental Competitive Examination). Para – 5 of Annexure – I of DOPT Order on MACPS provides for ignoring only the promotions/upgradations granted under the ACP scheme (old scheme) in the past to those grades which now carry the same grade pay due to merger of pay scales/up gradation of posts recommended by 6th CPC. Thus the promotions earned through LDCE are not provided to be ignored.

As per the summary record of discussions of the meeting held on 27.07.2012 with the JCM National Council Staff side on issues relating to MACPS (Annexure III to DOP&T OM No 11/2/2008-JCA dated 13.09.2012) it was decided against item No. 4 that treatment of such cases would be on the lines as was under the ACP scheme (old scheme) and Ministry of Railways would examine the matter accordingly. Para 5.1 of Annexure-I to DOP&T OM dated 09.08.1999 relating to ACP Scheme (old scheme) provides for counting of regular promotions earned through LDCE.

Instead, only their electronic images, along with key information, will be captured and transmitted. It will make the clearing process more efficient, secure and quicker; but for that, you must switch to new cheques with prescribed standard features before December 31.

"Customers need not worry about the impending CTS implementation. I am sure they will not be inconvenienced due to the migration process. Some transitory period, from January 1 to March 31, could be given during which both types of cheques will be accepted. Banks are sending messages to customers now so that they comprehend the urgency and act upon it," says AC Mahajan, chairman, Banking Codes and Standards Board of India(BCSBI).

CHECK YOUR CHEQUE'S STATUS

If you have ordered your cheque books recently, say, a month ago, you may already have the new cheque leaves with you. Since most banks have already migrated to the new system, chances are that your bank would have sent you CTS-compliant cheque leaves.

However, if you have received the cheque book more than two or three months ago, you need to run a status check. For instance, the compliant ones will have the new rupeesymbol (.`) inscribed near the numerical 'amount' field.

"Visibly, there will only be the following difference: "Please sign above" is mentioned on the cheque leaf on right had side bottom; and, void pantograph (wavelike design) is embossed on left hand side of the CTS cheque leaf," explains Anindya Mitra, senior vice-president, retail liabilities group, HDFC BankBSE -1.77 %.

'படை பெருத்ததால்  பார் சிறுத்ததோ ' 'நாமக்கல் நகர்தான்  சிறுத்ததோ'  என வியக்கும் வண்ணம் 1200 க்கும் மேற்பட்ட GDS  தோழர்களின் பங்கேற்பு , அணி வகுத்த பேருந்துகள் , மகிழுந்துகள்  எனத்  தன்னார்வமாய்  குவிந்த  40 க்கு மேற்பட்ட  வாகனங்களின் வரிசை காண்போரை வியப்பில் ஆழ்த்தியது . இது 'கூட்டிய கூட்டமல்ல' , NFPE  என்ற மந்திரச் சொல்லின்பால் பற்று கொண்டு  'கூடிய கூட்டம்' என்று , மாநாட்டு அரங்கமும் தோழர்களின்   மகிழ்ச்சி வெள்ளமும்  மாநாட்டுக்கு கட்டியம் கூறியது .

How to calculate Dearness Allowance for Central Government Staff and Employees…

We have been reporting the increase in Dearness allowance every six months, always before official announcement is made. We have not been making predictions or assumptions. Our reporting has always been based on standard calculation used for the purpose. We feel that the visitors also should be aware of the calculation, hence this article.

The Dearness allowance is based on All India Consumer Price Index. The Dearness allowance is granted to compensate the price increase above 536 points (Base Year 1982=100) [115.763 Points (Base Year 2001=100)], to which the revised pay scales relate. This will be approved twice a year, payable from 1st January and 1st July. The twelve monthly average CPI above 536/115.763 points is determined twice in a year for the period ending December and June.

Sub:     Eligibility of children from a void or voidable marriage for family pension - clarification regarding.

The undersigned is directed to refer to this Department's O.M. No.1/16/96-P&PW (E), dated 2.12.1996 whereby it was clarified that Pensionary benefits will be granted to children of a deceased Government servant/pensioner from void or voidable marriages when their turn comes in accordance with Rule 54(8). It is mentioned in Para 4 of the O.M. that "It may be noted that they will have no claim whatsoever to receive family pension as long as the legally wedded wife is the recipient of the same."

The pay scales of employees in Public Sector Banks (PSBs) are determined as per the agreement between the management and Associations/Unions every five years. Besides the pay, employees in banks are also entitled to a number of other allowances and benefits. 

The pay scale of the Central Government employees are finalised by Government taking the recommendations of Central Pay Commission into consideration and these pay scales are reviewed generally after ten years.

This is regarding shortage of staff prevailing at Madurai Division. This is due to vacancies caused by retirement / death / VR etc., every months besides continuous deputation of Madurai staff at Regional Office. The staff shortage problems at Madurai increases every day. Every day on an average 10 PAS have to be deputed for training etc. Hence the staff find it very difficult to avail leave etc even at very crucial times.

Continuation of IT Modernisation Project of Department of Posts – Phase II


The Cabinet Committee on Economic Affairs on 22/11/2012 approved the proposal of Rs.4,909 crore towards IT modernisation project of the Department of Posts, covering 1.55 lakhs post offices. 

The total expenditure for the project involving Rs.4,909 crore includes both implementation phase and operation and maintenance phase for the IT infrastructure of Post Offices. The IT project of the Department is a part of the Mission Mode Project (MMP) included in the National e-Governance Plan (NEGP). 

The Department of Posts has a network of 1.55 Lakhs post offices spread across all the States and Union Territories of the country. The key objective of the India Post IT Modernisation project is modernization and computerization of all Post offices in the country including branch post offices in rural areas to create a urban-rural network spanning across the length and breadth of the country.

1. Filling up the Posts of APM Accounts & Promotional avenue to Accounts line officials.
The APM Accounts Posts in LSG & HSG.II have been filled up among the PO & RMS Accountant’s qualified officials as per Selection Grade Recruitment Rules 1976.  The PO & RMS Accountant’s seniority list has been drafdted as per the date of qualifying the Accountant’s exam and the same is considered for LSG promotion under Accounts line.  The statutory Recruitment Rules of 1976 and the Rules 276 & 277 of volume IV dealing these issues remain unchanged.

While clarifying the postings after the introduction of FTP exam vide department letter No.137/10/96-SPB.II dated 28.1.2003, it was mentioned that the officials promoted to LSG either on general line or FTP having Accounts qualifi8cation may be considered for APM Accounts post.  This has created a bundle of contradictions and the separate line of promotion to LSG APM Accounts has been disturbed and not carried out thereafter. 

(i)        Now in many Circles, against to the spirit of the recruitment rules 1976 and also volume IV statutory rules, unqualified officials have been posted as APM Accounts in HSG.II cadre and thus defeated the very purpose of existence of such qualified posts.

(ii)       The CAT Chennai in OA No.201/2006 in case of Sri P. Ramadoss Vs the CPMG Tamil nadu held that the separate identity of APM Accounts cadre and directed to conduct the DPC for Accounts line without any procrastination based on the Recruitment Rules dated 13.9.1976 and issue necessary promotion orders to the eligible PO & RMS Accounts line officials within a period of four weeks.

(iii)      The following may please be considered to overcome the present injustice caused to the cadre:

(i)        The year of qualifying the PO & RMS Accountant exam should be the yardstick for promotion to LSG APM Accounts.  It cannot be modified without amending the rules contained in Volume-IV.
