No arrests under anti-dowry law without magistrate’s nod: SC
NEW DELHI: The Supreme Court on Wednesday said women were increasingly using the anti-dowry law to harass in-laws and restrained police from mechanically arresting the husband and his relatives on mere lodging of a complaint under Section 498A of the Indian Penal Code.
Citing very low conviction rate in such cases, it directed the state governments to instruct police "not to automatically arrest when a case under Section 498A of IPC is registered but to satisfy themselves about the necessity for arrest under the parameters (check list) provided under Section 41 of criminal procedure code".
HISTORIC JUDGEMENT - Disciplinary proceedings cannot be Initiated or Continued after Retirement: Supreme Court
Once the appellant had retired from service on 31.3.2009, there was no authority vested with the respondents for continuing the disciplinary proceeding even for the purpose of imposing any reduction in the retiral benefits payable to the appellant. In the absence of such an authority it must be held that the enquiry had lapsed and the appellant was entitled to get full retiral benefits.
The question has also been raised in the appeal with regard to arrears of salary and allowances payable to the appellant during the period of his dismissal and upto the date of reinstatement. Inasmuch as the inquiry had lapsed, it is, in our opinion, obvious that the appellant would have to get the balance of the emoluments payable to him.

Finance Ministry once again ruled out any possibility of merger of D.A. with basic pay for Central employees. In a letter addressed to National Council Secretary Shri Shiva Gopal Mishra on 17.6.2014, regarding the main demand of merger of dearness allowance with basic pay, Govt sticking on the resolution taken on 29.08.2008 in respect of definite proposal of Sixth Pay Commission (No merger of D.A.).

The value of AICPIN was released some days ago. It is found to be higher by two points and now it stands at 244. In order to correctly calculate the DA that we will get next month, we need the value of the AICPIN for one more month.
Percentage of DA:
In our previous article, titled “Expected DA July 2014,” we had written that the DA may increase by 6%However, the value of the AICPIN for the past two months has increased more than expected. If the AICPIN value increases or decreases or remains the same, the value of the DA% may increase up to 107%. A timetable about possible DA increase has been provided below.

Central Government is planning to raise the Income Tax exemption slab to Rs. 5 Lakhs
According to information from the Finance Ministry, the Government is giving serious thoughts about raising the income tax exemption slab from the current Rs. 2 lakhs to Rs. 5 lakhs. The information adds that Modi is planning to make the raising of income tax exemption slab from Rs. 2 lakhs to Rs. 5 lakhs as one of the achievements of his Government’s tenure. The Finance Ministry has, it seems, sought a report regarding this from the Income Tax department. A number of other financial incentives are also likely to be announced by the Modi Government.
The Government has also planned to raise the tax exemption on housing loans. According to sources from the Finance Ministry, there are also plans to increase the tax exemption on medical insurance premium.
The reports add that Modi is trying to impress as many people as possible with the very first budget that his government is going to present. The demand for raising income tax exemption level to Rs. 5 lakhs has been a long-standing one. Economists and experts suggest that the slab be fixed in accordance to the current price and inflation levels.
