            It is hereby notified in accordance with Article 12 of the Constitution of NFPE that the meeting of the Federal Secretariat of  National Federation of Postal Employees will be held at NFPE Office, 1^st Floor North Avenue Post Office Building New Delhi-110 001 on 18^th February 2014 at 04.00 P.M . The agenda items for discussion in the meeting are as under:

7th Pay Commission may be implemented in the financial year 2016-17 to all employees working under state government, sources said.

One of the highlight announcement in the state budget yesterday, 7th pay revision would be implemented from 1.1.2016.

Proposal of implementation of 7th Pay Revision for state employees in 2016-17.

It is expected to implement the recommendations of 7th Pay Commission in the financial year 2016-17, said in a statement on Thursday tabled the budget for 2014-15.

As a result of filling vacant posts and hike in Dearness allowance and revision of salary, additional costs incurred from 14.62 to 20 per cent growth in the fiscal 2015-16 and 2016-17 respectively.

7th Pay Commission would be implemented on implementation date only, unlike the previous pay commissions. Due to avoid the issue of arrears, the recommendations of 7th Pay commission will be implemented in immediately after the submitted report of pay commission.

Five things to know about National Savings Certificate

1) The National Savings Certificate (NSC) is eligible for tax deduction under Section 80C for an investment of up to Rs 1 lakh. One can invest in five- or 10-year NSCs.

2) The interest on the NSC is fixed in April every year. The current rate is 8.5% for five years, and 8.8% for 10 years.

3) The interest accumulated every year can be deducted from Rs 1 lakh investible in that year for saving tax, as it is considered to be invested for this purpose.

4) The interest is taxable, but since it can be reinvested as part of Section 80C investment, it makes NSC an attractive option.

உயர் நீதிமன்றத் தீர்ப்பு  2007 ஆவது ஆண்டில் வந்த பிறகு , இறுதியில் சம்மேளனத்திற்கு அங்கீகாரம் வழங்கிட வேண்டுமானால் GDS சங்கத்தை சேர்த்திடாமல் விண்ணப்பித்தால் , சம்மேளனத்திற்கு அங்கீகாரம் வழங்கப் படும் என்று அரசு அறிவித்ததும் உங்களுக்கு நினைவிருக்கும் .  இதே நிலைதான் FNPO சம்மேளனத்திற்கும் ஏற்பட்டது. 

எனவே வேறு வழியில்லாமல் , நம்முடைய  உச்ச மட்ட அமைப்பான FEDERAL COUNCIL கூட்டத்தில் , நம்முடைய  சம்மேளனத்தின் உள் அமைப்பில் , ஏற்கனவே இருந்ததுபோல GDS சங்கத்தை உறுப்பினராக வைத்திடலாம் என்றும் , அவர்களுக்கு சங்க ரீதியான அங்கீகாரம் ஏற்கனவே வழங்கப் பட்டுள்ளதால் , இலாக்காவுக்கு சம்மேளன அங்கீகாரம் வேண்டி விண்ணப்பிக்கும் போது  தனியே விண்ணப்பிக்கலாம் என்றும் முடிவெடுக்கப் பட்டதும்  உங்களுக்கு நினைவிருக்கும். அதன் பின் அவ்வாறே விண்ணப்பித்து பின்னர்   சம்மேளன அங்கீகாரம் பெற்றோம்.  இதுவும் உங்கள் நினைவில் இருக்கும் .

அதன் பின்னரே  JCM (DEPARTMENTAL COUNCIL) , RJCM ஆகியவை  புதுப்பிக்கப் பட்டன  என்பதும் உங்களுக்கு  நினைவிருக்கும்.  இந்த  சிக்கல்களின் காரணமாக  மத்திய அரசுடன் நேரடியாக  பேச்சு வார்த்தை நடத்த உரிமை உள்ள அமைப்பான NATIONAL COUNCIL (JCM) இல்  நமது சம்மேளனத்திலிருந்து பிரதிநிதிகள் எவரும் இடம் பெறமுடியாத சூழ் நிலை கடந்த  20 ஆண்டு காலமாக இருந்தது உங்களுக்குப்  புரியும்.

விலைவாசி ஏற்றத்தின் அடிப்படையில்,  டிசம்பர் 2013  க்கான அகில இந்திய நுகர்வோர் விலைவாசிக் குறியீட்டு எண்  தற்போது  தொழிலாளர் நல அமைச்சகத்தால் அறிவிக்கப் பட்டுள்ளது . அதன்படி  DECEMBER 2013 வரைக்கான  சதவிகித ஏற்றம்  100.55       ஆக உயர்ந்துள்ளது .  எனவே ஜனவரி 2014  முதல் வழங்கப் பட வேண்டிய பஞ்சப் படி  100%  ஆகும் . ஏற்கனவே 90% நாம் பெற்று வருகிறோம் .  இதனை வழங்குவது குறித்த அறிவிப்பு வழக்கம் போல மார்ச் மாதத்தில் வெளியாகும் . ஏப்ரல் முதல் வாரத்தில்  நிலுவைத்தொகையுடன் பட்டுவாடா ஆகும் .

இதில் முக்கியமாக நாம் கவனிக்க வேண்டியது என்னவெனில் ஏற்கனவே நாம் 50% பஞ்சப் படியை அடிப்படை ஊதியத்துடன் இணைக்க வேண்டி வேலை நிறுத்தம் அறிவித்துள்ளோம். தற்போது அது 100% என கோரிக்கையில் மாற்றம் செய்திட வேண்டும்.

''Post Offices have been successful as payment banks'' : RBI Director

MUMBAI:  RBI director Nachiket Mor has said that world over post offices have been successful as "payment banks". IndiaPost is an applicant for a banking licence and a panel headed by Mor on financial inclusion has recommended creation of specialized "payment banks" which can open accounts, cash cheques and remit funds without engaging in lending.

Speaking on the sidelines of ET Edge's Financial Inclusion Summit 2014, Mor said that world over there are many successful payment banks. "In South Korea, for example, the post office bank is a payment bank. How does this become viable? It becomes viable on transactions, it does not make money on deposits," said Mor. On IndiaPost's application seeking a bank licence from the RBI, Mor said: "I don't want to speak specifically about India Post itself, what I'm saying is worldwide post offices have been very effective as payments banks."

When I registered my name in a Diagnostic Centre to have some blood tests like WBC Total & Differential Count, ESR and Serum Uric Acid as per the advice of my Orthopaedician for treatment of Hyperuricemia, immediately, I received a message in my mobile “Thank you for using services of …... You would receive an SMS once the report is ready. To view it, log on to …… ID: …. Pass Word: ……”  When the report became ready with the joint signature of a pathologist and microbiologist exactly by the time given to me, I got another message, “Dear Customer, Your report is ready for accession. Login to ….. for viewing reports”. All on a sudden, I could be able to download my reports without proceeding to the Diagnostic Centre in person. However, after consultation with my doctor, when I attended the Diagnostic Centre to thank them for timely intimation and delivery, I witnessed heavy rush of customers in the said centre as if it has been  trusted by millions.

 The particular Diagnostic Centre I attended is a Private Limited Company having few branches preferably spreading over the capital and metro cities in India. Being surprised with the promptness of such a small company, I asked myself - Has India Post having the record to its credit as the largest postal network in the world with 154822 outlets as on date been able to show its promptness, effectiveness and commitment in service delivery to its customers? Immediately, I started doing Mathematics on India Post.

We have already given strike notice to Cabinet Secretary taking in the Consideration the fact that Postal Department can not settle common demands of the Central Government Employees.

Consumer Price Index Numbers for Industrial Workers (CPI-IW) December 2013 

According to a press release issued by the Labour Bureau, Ministry of Labour & Employment the All-India CPI-IW for December, 2013 declined by 4 points and pegged at 239(two hundred and thirty nine). On 1-month percentage change, it decreased by 1.65 per cent between November and December compared with the rise of 0.46 per cent between the same two months a year ago. 

The largest downward pressure to the change in current index came from Food group contributing -4.96 percentage points to the total change. At item level, Onion, Ginger, Chillies Green, Brinjal, Cauliflower, Cabbage, Peas, Tomato, Potato and other Vegetable items, Sugar etc. are responsible for the decrease in index. However, this was compensated to some extent by Fish Fresh, Eggs, Hen, Poultry, Milk, Pure Ghee, Garlic, Firewood, ESI Contribution, etc. putting upward pressure on the index.

All the three Defence Federations will go on Indefinite Strike from 17-2-2014

In a meeting held on 28-1-2014, all the three recognized Defence federations AIDEF, INDWF and BPMS have decided to go on Indefinite strike from 17-2-2014. INDWF informed in its blog about the decision   taken by three federations on indefinite Strike on  Charter of Demands to be settled.

Dear Colleagues,

Three Recognised Defence Federations (INDWF, AIDEF & BPMS) have jointly decided and issued a Joint Declaration on 19.09.2013 to call for a Joint Agitation by the Defence Civilian Employees including of a indefinite strike. Notice of the Joint Declaration was sent to Defence Secretary Dt. 19.09.2013 alongwith the charter demands. The Joint Declaration and the programme of action together with the charter of demands was sent to all our affiliated unions for conducting Strike Ballot. Accordingly strike ballot was conducted by our affiliated unions as per our programme on 19.12.2013 and reports were sent to the Federation HQrs. It has been observed as per reports that more than 98% of the Defence Civilian Employees all over the country have voted in favour of the indefinite strike as the demands are very much genuine and long pending.

    அடுத்த 20 மாதங்களில் 3,000 ஏ.டி.எம். மையங்களை நிறுவ இந்திய அஞ்சல் துறை திட்டமிட்டுள்ளது.

    அஞ்சல் துறை செயலாளர் பத்மினி கோபிநாத் இது குறித்து கூறுகையில், “சென்னை, பெங்களூர், புதுடெல்லி, ஆகிய நகரங்களில் இவ்வாண்டு பிப்ரவரி 5-ந் தேதி மூன்று ஏ.டி.எம். மையங்கள் தொடங்கப்படும். இதன் பிறகு படிப்படியாக ஏ.டி.எம். மையங்கள் எண்ணிக்கை அதிகரிக்கப்படும்” என்று தெரிவித்தார்.

சேமிப்பு திட்டங்கள்

அஞ்சலக சேமிப்பு திட்டங்களில் பொதுமக்கள் மேற்கொண்டுள்ள முதலீடு ரூ.6.05 லட்சம் கோடியாகும். இது, நாட்டின் மிகப் பெரிய வங்கியான பாரத ஸ்டேட் வங்கியின் சேமிப்பு திட்ட முதலீட்டில் 50 சதவீதமாகும். அதேசமயம், தனியார் துறையில் முன்னிலை வகிக்கும் ஐ.சி.ஐ.சி.ஐ. வங்கியைக் காட்டிலும் இரண்டு மடங்கு அதிகமாகும்.

     இந்திய அஞ்சல் துறைக்கு 1.55 லட்சம் அஞ்சல் அலுவலகங்கள் உள்ளன. இவற்றில் 90 சதவீத கிளைகள் கிராமங்களில் அமைந்துள்ளன. இவற்றில் பொதுமக்கள் சேமிப்பு கணக்கு வைத்துள்ளனர். இந்த சேமிப்பு கணக்கு டெபாசிட்டுகளுக்கு ஆண்டுக்கு 4 சதவீத வட்டி வழங்கப்படுகிறது. வாடிக்கையாளர்களுக்கு தற்போது காசோலை வசதியும் வழங்கப்படுகிறது.

வங்கிச் சேவை

      வங்கிச் சேவை அனைத்து தரப்பு மக்களுக்கும் சென்றடைய வேண்டும் என்று மத்திய அரசு விரும்புகிறது. இந்த வகையில் இந்தியாவிலேயே அஞ்சல் துறைக்குத்தான் அதிக ஒருங்கிணைப்பு வசதி உள்ளது. புதிதாக வங்கிச் சேவையில் களமிறங்குவதற்காக பாரத ரிசர்வ் வங்கிக்கு விண்ணப்பித்துள்ளவர்களில் அஞ்சல் துறையும் ஒன்றாகும். இச்சேவையில் ஈடுபடுவதற்கு தேவைப்படும் ரூ.623 கோடி நிதியைப் பெற நிதி அமைச்சகத்தின் கீழ் செயல்படும் பொது முதலீட்டு வாரியத்தின் அனுமதியை பெற அஞ்சல் துறை முயற்சித்து வருகிறது.

Declaration of result of LDCE of Postman Grade I and Inspector Posts 2013 - Update

It was informed by sources that  results of LDCE for promotion to the cadre of PM Grade-I held on 30.06.2013 and LDCE for the promotion to cadre of Inspector Posts held on 14th and 15th September 2013 are expected very soon.
