An All India Convention of NFPE was held at Ambedkar Bhawan, Rani Jhansi Road , New Delhi on 26.07.2012 from 03 P.M. just after Parliament March by Central Government Employees under the banner of Confederation in which the participation of NFPE Comrades was very good.

            The Convention was presided over by Com. K.V. Sridharan, Ex. General Secretary P-3. Welcome speech was delivered by Comrade R.N. Parashar Assistant Secretary General, NFPE.

          The Convention was inaugurated by Com. M. Krishnan Secretary General NFPE. In his inaugural speech he elaborately described the 15 Point Charter of Demands served by the Confederation.

The Confederation of Central Government Employees will take out a march to Parliament on July 26, demanding constitution of the Seventh Pay Commission and dismantling of the new pension scheme.

Talking to reporters in Chennai, general secretary of the Confederation M. Duraipandian said though the Centre had trumpeted that the Sixth Pay Commission had increased the salary of the employees by 28 to 40 per cent, increase in petrol prices and hike in the price of essential commodities had proved that salary hike was not adequate.

OFFICE MEMORANDUM

Subject : Sanctioned Strength, incumbency, vacancy in the grade of UDCs of CSCS — reg.

Central Secretariat Clerical service consists of the grades of Upper Division Clerks (UDCs) and Lower Division Clerks (LDCs). Overall sanctioned strength of UDCs and LDCs is 3681 and 2252 respectively. Both the grades are, however, decentralized.

2. In pursuance to the recommendation of the Cadre Restructuring Committee of CSS, it was decided by the Cabinet in 2003 to discontinue direct recruitment of LDCs. The necessary order in this regard was issued on 20.4.2005 through which direct recruitment to the post of LDCs in CSCS was discontinued. All the Cadre Units of CSCS were requested to issue the necessary orders for abolition of all the vacant posts in the LDC grade of CSCS as on 3.10.2003, falling under direct recruitment quota (80% on the basis of competitive examination held by the SSC and 5% on the basis of selection made by the SSC from amongst outstanding sportsmen). As regards, the posts falling vacant on and after 3.102003, 85% of all such vacant posts were to be abolished in each select list year.

3. Though the cadres of UDCs and LDCs are decentralized, the overall control of the cadre lies with this department. However, the updated data about the sanctioned strength, incumbency position, vacancy etc. are not readily available with the department. It need not be emphasized that the said data is of utmost importance for formulation and implementation of any policy or plan with respect to the cadres.

4 In view of the above, the Cadre Units are requested to furnish the necessary details about the sanctioned strength, incumbency position, vacancy in the grade of UDCs as on 1.7.2012 as under :-

Government plans to separate Indiapost's functions


The government is planning to separate the functions of policy making, regulations and operations of the over 150 year-old Department of Post (DoP).
Sources in Ministry of Communications and IT said Kapil Sibal has asked for setting up a body to oversee the unbundling of DoP's functions.
An independent body named Postal Development Board (PDB) will be responsible for the overall development and governance of the postal sector, they added. The PDB will also draw a road-map for unbundling of postal department functions.
"The idea is to develop Indian postal sector as a full-fledged market, bring in more service providers to enhance employment and contribution to nation's GDP," a senior ministry official said.

Exemption of Salaried Employees from Requirement of Filing of Returns for Assessment Year 2012-13


Central Board of Direct Taxes (CBDT) vide its Notification No. 9/2012 dated 17th February, 2012 has exempted salaried employees from the requirement of filing the returns for assessment year 2012-13. The exemption is applicable only if all the following conditions are fulfilled:-
• Employee has earned only salary income and income from savings bank account and the annual interest earned from savings bank account is less than Rs. 10 thousand.
• The total Income of the employee does not exceed Rs. 5 Lakh (Total Income means Gross Total Income Less deductions under Chapter VIA).
• The Employee has reported his PAN to the employer.
• Employee has reported his income from interest on savings bank account to employer.
• Employee has received Form 16 from his employer.
• Total Tax Liability of employee has been paid off by employer by way of TDS and employer has deposited TDS with central government.
• Employee has no refund claim.
• Employee has received salary only from one employer.
• Employee has not received any Notice from Income Tax Department for filing of Income Tax return.

APEX COURT ORDERS FOR COMPENSATION ON CG EMPLOYEE’S WIFE’S DEATH IN CGHS HOSPITAL


The Union government has been ordered by the country’s apex consumer panel to pay Rs 5 lakh as compensation to one of his employees, whose wife had died of excess bleeding in a CGHS hospital soon after giving birth to a child through cesarean section over 13 years ago.

The National Consumer Disputes Redressal Commission (NCDRC) ordered the government to pay the compensation, as the woman died of excess bleeding after surgery with no blood available in blood bank of the Central Government Health Scheme (CGHS) maternity hospital.

SALIENT FEATURES OF DRAFT NATIONAL POSTAL POLICY, 2012
1. Setting up a 'Postal Development Board' for overall development and governance of Postal Sector. Besides this, the Board will draw roadmap forunbundling of functions (operations, regulation and policy making) inpostal sector over a period of time, in order to develop an organized, competitive, effective, well governed and commercial postal market in India.
2. Constitute Postal Advisory Council comprising policy makers, postal operators and other stakeholders. The council will be an advisory body for effective implementation of the policy.
3. Create, Institutional Framework for continuous data collection from all postal operators. Collected data will be used to develop postal indicators and quality measurement systems.
4. Develop minimum & fair standards and quality measurement systems for all postal operators. Govtto support small and medium postal operators to provide quality services and encourage entrepreneurship in the sector.

Note 1: The crucial date for determining the age-limit shall be the closing date for receipt of applications from candidates in India (and notthe closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakah Division of Chamba district of Himachal Pradesh, Andaman and NicobarIlsands or Lakshadweep).

Note 2: In the case of recruitment made through the Employment Exchange, the crucial date for determining the age limit shall be the last date up to which the Employment Exchange is asked to submit the names.
