The demands raised by the entire Central Govt. employees includes DA merger, Interim relief, Grant of civil servant status and inclusion of GDS in 7th CPC, Regularisation and revision of wages of casual labourers, Rescind PFRDA Act and scrap new Pension Scheme, Date of effect of 7th CPC 01-01-2014 & Five year wage revision in future, Fixation of minimum pay based on Need-based minimum wage formula worked out by 15th ILC and modified by Supreme Court later, settlement of anomalies, Implementation of Arbitration awards, five promotions, cashless hassle free medical facilities, Removal of restrictions on compassionate appointments, removal of bonus ceiling, stop downsizing, outsourcing, contractorisation, casualisation and privatisation, Filling up of vacant posts. ROTATIONAL TRANSFER-2014 INSTRUCTIONS ISSUED BY DIRECTORATE

Procedure for Pan Allotment Process to Undergo a Change with Effect from 3rd February, 2014

The procedure for PAN allotment process will undergo a change with effect from 03.02.2014. From this date onwards, every PAN applicant has to submit self-attested copies of Proof of Identity (POI), Proof of Address (POA) and Date of Birth (DOB) documents and also produce original documents of such POI/POA/DOB documents, for verification at the counter of PAN Facilitation Centres. The copies of Proof of Identity (POI), Proof of Address (POA) and Date of Birth (DOB) documents attached with PAN application form, will be verified vis a vis their original documents at the time of submission of PAN application at PAN Facilitation Centre. Original documents shall not be retained by the PAN Facilitation Centres and will be returned back to the applicant after verification.

Decision on railwaymen’s indefinite strike on February 17

The crucial decision will be taken at a meet in Kota, Rajasthan

The national trade unions of railwaymen will decide on February 17 whether or not to go ahead with the proposed indefinite general strike to press for implementation of various long-standing demands.

Though railwaymen across the country had overwhelmingly voted in favour of a direct agitation during the ‘strike ballot’ held nationwide last month, the crucial decision on launching a general strike that could cripple railway operations is due to be taken at the meeting scheduled at Kota, Rajasthan, said N. Kanniah, general secretary of the Southern Railway Mazdoor Union (SRMU), which is affiliated to the All India Railwaymen’s Federation (AIRF).

Reserve Bank to withdraw all pre-2005 currency notes from circulation

MUMBAI: The Reserve Bank on Wednesday decided to withdraw all currency notes issued prior to 2005, including Rs 500 and Rs 1,000 denominations, after March 31 in a move apparently aimed at curbing black money and fake currencies. 

"After March 31, 2014, it (RBI) will completely withdraw from circulation all bank notes issued prior to 2005. From April 1, 2014, the public will be required to approach banks for exchanging these notes," the RBI said in a statement. 

The public can easily distinguish the currency notes issued before 2005 as they do not have the year of printing on reverse side. The year of printing in a small font is visible at the middle of the bottom row in notes issued after 2005.

System Administrators Case - News from NFPE CHQ

            The demand for creation of a separate cadre for System Administrators has been discussed several times with the Department. Last discussion was held in the JCM, Departmental Council meeting and Cadre Restructuring Committee. Department has made it clear that existing System Administrators are not going to be benefited even if a separate cadre is created and also pointed out certain other adverse aspects of the case.

The main points of the Department are: 
(1) In the Recruitment Rules for creating separate cadre Government (DOP & T) will fix higher technical qualifications for the post. 
(2) Government (DOP & T) will not agree for absorption of existing System Administrators and instead go for direct recruitment as per the Recruitment Rules. 
(3) Even if a cadre is created there is no much promotional scope in the same cadre as the promotional posts will be very less. Just like Postmaster Cadre they will not get general line promotion and also cannot writ IP & PSS Group B exams.

Twelve lakh Central Government Employees will be on 48 hr. Strike on 12th and 13th Feb. 2014 demanding settlement of 15 point charter of Demands, the major issues being immediate wage revision and repealing the new contributory Pension Scheme by reintroducing the Statutory Defined Benefit Pension Scheme which was in vogue for more than a century. The Government in September 2013 announced the setting up of VII-Central Pay Commission to effect Wage Revision from 1.01.2016. 

The employees have made it clear that prospective date of effect is not acceptable to them and the VII-CPC recommendations must of effective from 01.01.2014. The Government is yet to take a decision on the Terms

of Reference of the VII-CPC viz, the merger of Dearness Allowance, composition of the VII-CPC with a labour representative, Interim Relief, the need to bring the Gramin Dak Sevaks of Postal Department within the ambit of the CPC.etc.

Difference between a Crossed cheque and A/C Payee cheque!!

A person who signs the cheque and transfers the instrument is an endorser and in whose favor it is transferred is endorsee. The endorsee acquires a right to negotiate the instrument to anyone he / she likes. By making an endorsement the endorser promises that in case of dishonor, he / she provides a guarantee to compensate the holder.

Crossing a cheque by making two parallel lines with or without such words as ___& company is general crossing. Section 126 of the NI Act says that this is a direction to the bank to not to pay the cheque across the counter.

This crossed cheque is no more a bearer cheque where anyone can negotiate and get payment across the counter.

Merger of 50 percent DA may soon be considered by Central Government –Sources

Sources close to the Central Government Employees Federations told that Merger of 50% DA will soon be considered by Central Government before the budget session of Parliament in February 2014. According to the sources, the central government is likely to consider the central government employees  demand for merging of 50 % DA, for the reason that the DA will be crossing 100% level after January 2014.

The rate of dearness allowance to be paid to govt servants has been increasing consistently due to the rise in the prices of essential commodities for the past two years. In 2011 the rate of DA was at 50 % level. Since then all the Federation demanded the central government to merge the 50 Percent DA with basic Pay. But the government did not accept this demand to merge the DA with basis pay, as it was not recommended by sixth CPC.

The demand would be considered in view of parliament elections

               தென் மண்டலத்தில் நடக்கும் காட்டாட்சியை எதிர்த்தும், இரு மாதப் பேட்டிகளை சடங்காக நடத்திடும் போக்கினை கண்டித்தும், இலாக்கா உத்தரவுகளை குப்பையில் போட்டு, ஊழியர் விரோதப் போக்கினை கையாளும் கொடுங்கோல் ஆட்சியினைக் கண்டித்தும், பலமுறை மண்டல நிர்வாகத்திற்கு கோரிக்கைகளை அளித்தும், செவிமடுக்காமல், சொல்லொன்னாத் துயரங்களை அனுபவித்து வரும் ஊழியர்களை காக்க 10.01.14 அன்று காலை 10 மணி முதல் மாபெரும் அளவில் தொடர் முழக்கப் போராட்டத்தினை தென் மண்டல அலுவலக வாயிலில் நடத்த ஏற்பாடு செய்யப்பட்டுள்ளது.

         05.01.14 நடைபெற்ற RMS, P3, P4, GDS கோட்ட கிளைச் செயலர்களின் கூட்டத்தின்போதும், போராட்ட உணர்வோடு, ஊழியர்களைக் காக்க, நேரந் தவறாமல், சரியாக 10 மணியளவில், தென் மண்டல அலுவலக வாயிலில், மண்டலந்தோறும் ஊழியர்களைத் திரட்டி போராட்டத்தினை புரட்சிகரமாகவும், வெற்றி பெறவும் நடத்த வேண்டும் என்று முடிவெடுக்கப்பட்டுள்ளது.

மதுரையில் 04.01.14 அன்று NFPE மாநிலச் செயலர் தோழர் திரு. ராமமூர்த்தி அவர்கள் தலைமையில் நடைபெற்ற பொதுக் குழுவில் கீழ்க்காணும் மதுரைக் கோட்ட நிர்வாகிகள் ஏக மனதாகத் தேர்வு செய்யப்பட்டனர்.

SHORT ARTICLE ON IT MODERNIZATION _ CBS implementation of INDIA POST PROJECT 2012

Introduction

                In the changed scenario, modernization of Post office is mandatory to give enhanced service to the costumer, by avoiding duplication of work, better staff management with cost efficiency. For those modernization following methodologies are essential to implement the IT modernization of India Post, and for every below fields, vendors are called and approved by the department of Posts, India. I write this article to the common staffs of department of posts to know easily about the future course of action of our department under IT modernization

IT MODERNIZATION IS CONSISTS OF THE FOLLOWING
1.   Rural ICT Hardware Provider

Providing infrastructure like hand held device, mobile transmission infrastructures to the rural sub  post offices including BOs. M/s Infosys is signed as vendor

2.  Rural ICT mobile device platform provider – Supplying mobile hand held device software to the rural POs _ M/s Infosys is signed as vendor.

3. Core System Integrator (Except Banking and PLI) – Integrating and maintaining the software and datas for Mails, staff management, Accounts and auditing M/s TCS is signed as vendor.

4. Financial System Integrator (For Banking and PLI) – Integrating and maintain the software and datas for Savings Bank operations(CBS Finacle), PLI and RPLI & ATM installations – M/s INFOSYS is signed as vendor

5. Data centre Facility – proposed to maintain the centralized main server at PTC mysore and back  server at Mumbai – M/s Reliance is signed as vendor

6. Network Integrators – connecting all the post office thro network – SIFY is signed as vendor.

7. Mail office Hardware supply – Supplying required infrastructure for 15000 postmen like hand held devices and hard ware for Mail offices and TMOs _ Still no vendor is nominated.

8. Change Management – Project management units (PMUs) shall be deployed upto regional level to suggest innovative ideas to grow better and effective management to the Postal administrators. – M/s Sai is nominated for that purpose as vendor

CBS implementation

CBS(Core Banking solutions) is one of the areas for FSI, and to migrate to the CBS finacle following pre migration activities like, Database discrepancies cleaning, Circle processing centres(CPC), Signature scanning are required to the migrate the sanchay post data to the CBS finacle centralized server server. PLI/RPLI credit particulars updation are also in FSI and that’s why we are obtaining and updating the omitted credit particulars of PLI/RPLI nowadays.

ஏற்கனவே தென் மண்டலத்தில் தேங்கிக்கிடக்கும் ஊழியர் பிரச்சினைகள்  குறித்தும் , மண்டல  மற்றும் கோட்ட அதிகாரிகளின் அடக்கு முறைகள் குறித்தும்  நமது  தமிழக அஞ்சல் -RMS  இணைப்புக் குழுவின் சார்பாக  மண்டல அதிகாரி அவர்களிடம்  கோரிக்கை மனு அளித்து கடந்த 03.09.2013 அன்று   நாம் பேச்சு வார்த்தை நடத்தியதும் அதன் விளைவாக சில பிரச்சினைகள் தீர்க்கப் பட்டதும் ,  நமது கோரிக்கை மனுவிற்கு  எழுத்துபூர்வமாக பதில் பெற்றதும் , அதில் பல பிரச்சினைகள் தீர்க்கப் படாமல் மழுப்பலான பதிலாக அளிக்கப் பட்டிருந்ததும்  தென் மண்டலத்தில் உள்ள  அனைத்து அஞ்சல் - RMS  பகுதி நிர்வாகிகளுக்கும் ,  கோட்ட/ கிளைச் செயலர்களுக்கும் நன்கு தெரியும். 

அளிக்கப் பட்ட பதிலின் நகல் அனைத்து கோட்ட/ கிளைச் செயலர்களுக்கும் ஏற்கனவே அனுப்பப் பட்டிருந்ததும் நினைவில் இருக்கும் .

செப்டம்பர் திங்கள் பேச்சு வார்த்தைக்குப் பிறகு 03.09.2013 அன்று மாலை  நடைபெற்ற கோட்ட/ கிளைச் செயலர்கள் கூட்டத்தில்  நமது  அறிவிக்கப் பட்ட போராட்டம்  ஒத்தி வைக்கப் பட்டதாக  நல்லெண்ண அடிப்படையில் ஏகமனதாக முடிவெடுக்கப் பட்டதும் நினைவில் இருக்கும்.

மாறாக , தற்போது  தென் மண்டலத்தில்  நிலைமை தலைகீழாக மாறியுள்ளது என்பதை பல்வேறு பகுதிகளில் இருந்து வரும் சாதாரண தோழர்கள் முதல் , கோட்ட/ கிளைச் செயலர்கள் மற்றும் நிர்வாகிகளின்  கோபக் குரல்= கூக்குரல்  மூலம் நம்மால் நன்கு உணர முடிகிறது.

We have All India Consumer price index (Industrial Workers from January 2013 to November 2013 in hand now as Government has released the CPI-IW for the month of November 2013 yesterday, which is 243, two point increase from October 2013.

India Post's plans for 2014 - Listed out by Mrs P. Gopinath, Secretary, Department of Posts

India Post has grand plans for 2014. It launched two new parcel services recently - Express Parcel and Business Parcel - which it hopes will generate Rs 100 crore in annual revenue. It is working closely with e-commerce players. It has also begun a campaign urging people to send New Year greeting cards by post.

P Gopinath, Secretary, Department of Post, Ministry of Communications & Information Technology, lists out India Post's plans for 2014.
"We will complete the networking of almost 25,000 departmental post offices across the country. The roll out of core banking solutions in the post office savings bank and an ATM network across the country is also on the cards. The other new initiatives include central server based applications for post offices, mail offices, administrative offices and pay and accounts offices and setting up of 28 new parcel hubs across the country to handle the e-commerce traffic."
