NFPE & AIPEU GDS (NFPE) filed Writ Petition in S.C to grant of civil servant status to GDS
NFPE & AIPEU GDS (NFPE) filed Writ Petition in the Hon’ble Supreme Court of India for implementation of the 1977 Judgment and grant of Civil Servant status to GDS
NFPE & AIPEU-GDS (NFPE) has filed a Writ Petition (Civil) No. 1003 of 2013 in the Hon’ble Supreme Court. The Writ Petition is likely to be listed for “ADMISSION HEARING” before the Hon’ble Supreme Court of India on 13.12.2013 or any day thereafter. Our main submission before the Hon’ble Supreme Court is implementation of the 1977 Judgment and grant of Civil Servant status and all other benefits of Departmental Employees to Gramin Dak Sewaks as per the 1977 judgment. Let us hope that the Writ Petition will be admitted.

R S Gujral, is likely to be appointed Member-Secretary of 7th Pay Commission
R S Gujral, is likely to be appointed Member-Secretary of 7th Pay Commission. The present Secretary Expenditure may be appointed as Member- Secretary of 7th CPC. The Central Government is likely to notify the the pay commission within the next two months The timing is in such a way that it is well before the model code of conduct for the general elections comes into force. Such a move will bring a positive mood for the central government employees towards the government.
Additionally the Center is expected to give the panel enough time to prepare its report in the hope that the government would be a lot more comfortable vis-a-vis the fiscal deficit by the time the panel submits its report. Government employees have also asked the Center to consider merging dearness allowance with their pay,

கிட்டத்தட்ட 15 ஆண்டு காலம் அரக்கோணம் கோட்டச் செயலராக ,பின்னர் கோட்டச் சங்கத்தின் தலைவராக , பின்னர் தமிழ் மாநில அஞ்சல் மூன்றின் உதவித் தலைவராக பணியாற்றிய நம் அருமைத்தோழர் E .V. என்று அழைக்கப்படும் தோழர்.
E .வெங்கடேசன் அவர்களின் ஒரே மகன் திரு. V .கார்த்திகேயன் அவர்கள் ( வயது 35) வேலூர் VIT இல் LAB INSTRUCTOR ஆக பணியாற்றி வருகிறார். அவருக்கு சமீபத்தில் தான் திருமணம் நடைபெற்றது. அரக்கோணம் தலைமை அஞ்சலகத்தில் புதிதாக இரண்டு ஆண்டுகளுக்கு முன்னர் பணி நியமனம் பெற்ற அன்புத்தோழியர். சுஜாதா அவர்கள் தான் அவருக்கு துணைவியார் .
SUBJECTS TAKEN UP FOR DISCUSSIONS IN THE JCM (DC) MEETING TO BE HELD ON 27.11.2013 - RAISED BY TN CIRCLE UNION
ITEM NO.3. Divisional arrangement/local arrangement in selection grade posts, irregular clarification issued in Tamilnadu Circle.
Under para 3 of the CPMG Tamilnadu circle Memo No. STA/2-79/SK/11 dated 08.08.2012, it is instructed that it should be ensured that no ineligible officials are allowed to officiate in higher posts and that they should not be drawn the pay applicable to higher posts. It had resulted in stoppage of drawal of officiating pay to the LSG officials who have been ordered to officiate in HSG II and HSG I posts in the absence of the eligible officials as per Recruitment Rules. The officiating arrangements for HSG II and HSG-I posts are being made from the LSG officials only in the dearth of eligible officials for regular promotion. Further the instructions issued in Tamilnadu circle is utter violation of Rule 50 of volume IV and also vitiates the Directorate instructions dated 30.07.2012 on the subject.
It is therefore requested to kindly cause appropriate instructions to rescind the order and allow officials to draw the entitled officiating pay as per the rules.
ITEM NO. 4. Non implementation of Delhi High Court orders on revision of pay scales of Packers, Foreign Post, case of Chennai Foreign Post in Tamilnadu Circle.
Despite clear orders dated 17.08.2012 and subsequent clarifications dated 03.09.2012 of the Directorate, the implementation of the orders has not been carried out by the Director, Foreign Post Chennai till date.
The Directorate vide its letter and 04.09.2012 clarified that they should be allowed the pay scale of Rs. 950-1500 w.e.f 01.01.1986 and further pay scale of Rs. 3050-4590 w.e.f 01.01.1996 and Rs. 5200-20200 with grade pay Rs. 1900 w.e.f 01.01.2006. Earlier the DoPT as well as the Directorate clarified that the previous financial upgradation in respect of Group ‘D’ shall be ignored and will be provided fresh refixation after the introduction of MACP. Similarly there was a pay scale fixed for the posts having the pay scale of Rs. 950-1500 for TBOP and after 01.11.1991 for also BCR after the introduction of MACP similarly orders have been communicated after 6th CPC about the pay scales applicable for TBOP and BCR for the entry pay scale of Rs. 3050-4590.
As such the clarifications sought for by the Director Foreign post is nothing but to delay the dues to be paid the officials. Similarly the clarification sought by him about the next grade pay after fixing with Rs. 1900 is totally unwarranted. The Director mentioned that the Directorate orders are not clear about refixation of pay to Group ‘D’ officials whether it is notional or arrears to be drawn despite very clear clarification is issued by the Directorate on 04.09.2012 to give effect from 01.01.1986. It is pertinent to mention that in all the three Foreign Posts other than Chennai, the pay fixation was already carried out and arrears were drawn. Further promotions were also accorded under MACP thereafter.

National Federation of Postal Employees (NFPE) is a class-oriented militant organisation of above five lakhs postal employees. NFPTE was formed on 24.11.1954
The P&T trade union movement in India has inherited a history of struggles and sacrifices right from the days of British Raj. During 1905 when there was no freedom to form unions, Babu Tarapada Mukherjee started this organisation in the name of a Postal Club at Kolkata GPO. Tarapada was dismissed from service by the British Government for delivering a speech against the British Government in the year 1921 at Lahore All India Conference. During the last more than one hundred years many leaders and workers of this organisation has been tortured, arrested and put under jail both by the British and Indian Governments. Com. Dada Ghosh, founder Secretary General of NFPTE was arrested and placed under prolonged suspension. Com.N.J.Iyer, former All India President of NFPE was arrested for delivering a speech against “Emergency” in 1975 and imprisoned in Bikanir Jail for 18 months. Com.K.Adinarayana, Former Secretary General of NFPE was in jail for three years for participating in the Telangara struggle against Nizam. Com. K. G. Bose, who electrified the P&T Trade Union movement with his class-oriented approach was dismissed from service. Many legendary leaders like Coms. O. P. Gupta, Henry Barton, V. G. Dalvi, K. L. Moza, A. S. Rajan, Piramanathan, N. C. Ambalavanan have lead this organization in the past.

Today, it is intimated by Ex-Circle Secretary of All India Association of Inspectors and Assistant Superintendents Posts, Andhra Pradesh Circle Branch that three OAs filed at Hyderabad Bench are admitted on 13.11.2013 with a direction "in the circumstances make it clear that the applicantsand personnel are similarly placed persons i.e. holding post of ASPOs shall be allowed to compete for LDCE for post of Sr. PM as and when recruitment take places, subject to the conditions of eligibility".

Outcomes of the Meeting on 7th Pay Commission
Central Government invited the National Council Standing Committee members for discussing the Terms and reference for the 7th Central Pay commission. A meeting was held under the Chairmanship of Secretary, DOP& T on 24.10.2013 at 1500 Hrs at North Block. Staff side Members, National Council JCM Standing Committee, have attended this Meeting. On behalf of Staff side the fallowing suggestion has been given to the Central Government
Government of India should come out with their proposal on Terms and Reference and then Staff side will give their proposal.
All anomalies pending including MACP to be settled.
One Labour leader to be included in the commission.
All pending cadre Review proposals should be delinked from 7th CPC.
In its response to the above suggestion the Central Government assured that, after consulting the Ministry of Finance, the proposal of Draft will be given to all the Federations for discussion.

Post Offices should become the Front Offices of the Government of India - Cabinet Secretary
Shri Ajit Seth, Union Cabinet Secretary, has said that Post Offices should become the Front Offices of the Government of India, enlarging their role in communication, distribution and financial services. Quoting models from other countries, he said that the post office plays a significant role in the development of the nation. Shri Seth said this here today while interacting with senior officers of the Department of Posts as part of off-campus talks on ‘Good Governance’ organized by the Rafi Ahmed Kidwai National Postal Academy.
“With a large network of 1, 55,000 Post Offices spread across the country, the Post Office touches the life of everyone. There is a joy in visiting the Post Office”, the Cabinet Secretary said. He expressed his satisfaction on the implementation of the IT modernization project of the Department. With a large outlay of Rs 4,900 crore, the IT project of India Post will bring substantial benefits to the citizens of India. Shri Seth wanted the Department to be prepared to manage the massive changes that would arise on introduction of the IT modernization project. He felt that with this kind of technology initiative, the Post Office will be in a position to become the front office of the Government to the citizens.
