MEMEBERS OF DIVISIONAL UNION COMPELL ME TO TAKE UP THIS CASE WITH THE PMG ( SR). Why India Post should get a banking licence If RBI wants financial inclusion, India Post, with its large customer base and branch network, is the fittest candidate


     India’s central bank is set to open doors to a set of private and state-run entities in the banking space in Asia’s third largest economy. The objective behind doing this, almost a decade after companies were last allowed to float banks, is the so-called financial inclusion or expansion of banking services in a nation of 1.2 billion people where 40% of the adult population still does not have access to banking. If the Reserve Bank of India (RBI) were to choose one state-run entity to do so, it should be 159-year old India Post. It had 154,822 branches across the country as on 31 March, the latest data available, the largest for any postal department in the world, and close to 90% of them—139,086—are in rural India. This is more than four times the rural branches of Indian banking system. As of June 2012, there are 165 banks in India, including 82 regional rural banks, and collectively they have a branch network of 92,117. Roughly 36% of it, or 33,367, are in rural pockets.

    On top of this, India Post has 573,749 letter boxes strewn around the country. Imagine a situation where these letter boxes are doubling up as cheque collection boxes; there will be a dramatic change in the banking landscape in India. Using its network, India Post is capable of doing door-step banking even in remote villages, pushing moneylenders out of business. On an average, a post office serves an area of 21.23km and covers 7,817 people. In contrast, a bank branch serves around 13,000 people.

    When it comes to number of accounts, India Post, however, lags behind the banking system. It has some 238 million savings accounts against the banking system’s 810 million accounts but it’s much more than what any bank in India has under its fold. The outstanding balance in all its accounts is little over Rs.6 trillion, more than half of the deposit base of the country’s largest lender, State Bank of India, and more than double of India’s largest private lender ICICI Bank Ltd’s deposit liability. The banking system’s deposit base is around Rs.68.4 trillion.

Finance ministry opposes India Post’s banking licence plan


Mumbai: The finance ministry has opposed India Post’s plan to seek a commercial banking licence from the Reserve Bank of India (RBI) on grounds that the postal service doesn’t have the expertise needed in relevant areas, such as handling credit.

India Post is keen to set up a commercial bank called the Post Bank of India, arguing that it can significantly boost financial inclusion in Asia’s third largest economy through its nationwide network of 155,000 post offices.

This will also allow the organization, which posted a loss of Rs.6,346 crore in fiscal 2012, to make up for business dropping off over the years as letter writing dwindled and private courier firms took away market share.

Losses have significantly increased in recent years on account of higher expenses.
However, the finance ministry’s department of financial services doubts India Post’s ability to set up and run a bank, according to a senior postal department official who didn’t want to be named.
Some of the country’s large public sector banks have also been lobbying against the proposal, concerned that India Post, with its vast branch network, could pose a threat to their business, said the official, who’s directly involved with the proposal.

கடந்த 04.05.2013 முதல் 06.05.2013 வரை கொல்கத்தா மாநகரில் நடைபெற்ற மத்திய அரசு ஊழியர் மகா சம்மேளனத்தின்  24 ஆவது தேசிய மாநாட்டில்  நம்முடைய அஞ்சல் மூன்றின் பொதுச் செயலரும், NFPE  சம்மேளனத்தின் மாபொதுச் செயலரும் ஆகிய தொழிற் சங்கப் போராளி தோழர் . M . கிருஷ்ணன்  அவர்கள் மத்திய அரசு ஊழியர் மகா சம்மேளனத்தின் மாபொதுச்  செயலராகவும் தேர்ந்தெடுக்கப் பட்டார்  என்பதை  மகிழ்ச்சியுடன் தெரிவித்துக் கொள்கிறோம் . 


1966 இல் துவங்கப்பட்ட மகா சம்மேளன அமைப்பிற்கு நமது NFPTE/NFPE   பேரியக்கத்திலிருந்து  மாபொதுச்  செயலர் பொறுப்பு பெறுவது இதுவே முதல் முறை . தொழிற் சங்க வரலாற்றில் இது ஒரு மைல் கல்.

மத்திய அரசு ஊழியர் மகா சம்மேளனம் என்பது மத்திய அரசுத் துறையில் இயங்கி வரும் 106 சங்கங்களை உள்ளடக்கியது. 13 லட்சம்  ஊழியர்கள் இந்த அமைப்பில் உறுப்பினர்களாக இருக்கிறார்கள் .

இளைஞர்கள் தெரிந்து கொள்ள ' மே தின' வரலாறு
பல்வேறு நாடுகளில் போராட்டங்கள் 

18ஆம் நூற்றாண்டின் இறுதியிலும் – 19ஆம் நூற்றாண்டின் ஆரம்பத்திலும் வேகமாக வளர்ச்சியடைந்த நாடுகளில் தொழிலாளிகள் பலரும் நாளொன்றுக்கு 12 முதல் 18 மணி நேரக் கட்டாய வேலை செய்ய நிர்ப்பந்திக்கப்பட்டனர். இதற்கெதிரான குரல்களும் பல்வேறு நாடுகளில் ஆங்காங்கே எழத் துவங்கியது. இதில் குறிப்பிடத்தக்கது இங்கிலாந்தில் தோன்றிய 'சாசன இயக்கம்' (CHARTISTS ) என்பதாகும்.      சாசன இயக்கம் ஆறு  முக்கிய கோரிக்கைகளை முன்வைத்து தொடர் இயக்கங்களை நடத்தியது. அதில் குறிப்பிடத்தக்கது 10 மணி நேர வேலை கோரிக்கை.

பிரான்சில் நெசவுத் தொழிலில் ஈடுபட்டிருந்த தொழிலாளிகள்,  தினமும் கட்டாயமாக 15 மணி நேரம் உழைக்க வேண்டி இருந்தனர். இதை எதிர்த்து அவர்கள் பெரும் வேலை நிறுத்தப் போராட்டத்தை நடத்தினர். 1834 ல் 'ஜனநாயகம்' அல்லது 'மரணம்' என்ற கோஷத்தை முன்வைத்து பெரும் கிளர்ச்சியில் ஈடுபட்டனர்.  இவையனைத்தும் தோல்வியில் முடிவ டைந்தன.

ஆஸ்திரேலியாவில் மெல்போர்னில் கட்டிடத் தொழிலில் ஈடுபட்டிருந்த தொழிலாளிகள் உலகிலேயே முதன் முதலாக 8 மணி நேர வேலை கோரிக் கையை முன்வைத்து 1856 ல் வேலை நிறுத்தத்தில் ஈடுபட்டு, வெற்றியும் பெற்றனர். இது தொழிலாளி வர்க்க போராட்டத்தின் மைல் கல்லாக அமைந்தது.

அமெரிக்காவில் 1832ல் போஸ்டனில், கப்பலில் பணியாற்றிய தச்சுத் தொழிலாளர்கள் 10 மணி நேர வேலை கோரிக்கையை முன்வைத்து வேலை நிறுத்தம் செய்தனர். அதே போல், 1835 ல் பிலடெல்பியாவிலும், பென்சில்வேனியாவிலும் இதே கோரிக்கையை முன்வைத்து இயக்கம் நடத்தப்பட்டது. பென்சில்வேனியாவில் நிலக்கரிச் சுரங்கத் தொழிலாளர்களும், இரயில்வே தொழிலாளர்களும் குறைவான வேலை நேரத்தை வலியுறுத்தி 1877 ல் வேலை நிறுத்தத்தில் ஈடுபட்டனர்.

                                                  மாபெரும் வேலை நிறுத்தம் 

இதைத் தொடர்ந்து அமெரிக்காவின் பல்வேறு மாநிலங்களில் உள்ள தொழிலாளர் இயக்கங்களை இணைத்து “அமெரிக்க தொழிலாளர் கூட்டமைப்பு” என்ற இயக்கம் உருவாக்கப்பட்டது. இவ்வியக்கம் 8 மணி நேர வேலை கோரிக்கையை முன்வைத்து தொடர்ந்து இயக்கங்களை நடத்தியது. அத்தோடு மே 1, 1886 அன்று நாடு தழுவிய வேலை நிறுத்தத்திற்கு அறைகூவல் விடுத்தது. இவ்வியக்கமே மே தினம் பிறப்பதற்கு காரணமாகவும் அமைந்தது.

தொழில் நகரங்களான நியூயார்க், சிகாகோ, பிலடெல்பியா, மில்வாக்கி, சின்சினாட்டி, பால்டிமோர், டெட்ராய்ட்  என அமெரிக்கா முழுவதும் 3,50,000 தொழிலாளர்கள் பங்கேற்ற மாபெரும் வேலை நிறுத்தம் துவங்கியது. இவ்வேலை நிறுத்தத்தில் 1200க்கும் மேற்பட்ட நிறுவனங்களில் உள்ள தொழிலாளர்கள் பங்கெடுத்துக் கொண்டனர். தொழிலாளர்களின் எழுச்சிமிக்க வேலை நிறுத்தத்தினால், அமெரிக்க பெரு நிறுவனங்கள் மூடப்பட்டன. இரயில் போக்குவரத்து நடைபெறவில்லை. வேலை நிறுத்தத்தில் பங்கேற்ற தொழிலாளர்களின்  பேரணி  அமெரிக்காவை உலுக்கியது. மிக்சிகனில் மட்டும் 40,000 தொழிலாளர்களும், சிக்காகோவில் 70 ஆயிரத்திற்கும் மேற்பட்ட தொழிலாளர்களும் இந்த பேரணியில் கலந்துக் கொண்டனர்.

                                                        சிக்காகோ  பேரெழுச்சி

மே 3, 1886 அன்று “மெக்கார்மிக் ஹார் வெஸ்டிங் மெஷின் நிறுவனத்தின்” வாயிலில் 3000-க்கும் மேற்பட்ட தொழிலாளர்கள் அணி திரண்டு கண்டனக் கூட்டத்தை நடத்தினர். இங்கு இடம்பெற்ற கலவரத்தில் நான்கு  தொழிலாளர்கள் காவல் துறையினரின் துப்பாக்கிச் சூட்டிற்குப் பலியாயினர். இச்சம்பவத்தை கண்டிக்கும் வகையில்  ஹே மார்க்கெட் சதுக்கத்தில் மே 4 அன்று மாபெரும் கண்டன கூட்டம் ஒன்றை  தொழிலாளர்கள் அறிவித்தனர் . இது அரசினால் தடை செய்யப் பட்டது . தடையையும் மீறி  2500 தொழிலாளர்கள் பேரணியாக ஹே மார்கெட் நோக்கிச் சென்றனர்.  இந்நேரத்தில் காவல்துறையினர் ஏவி விடப்பட்டனர்.  அனைவரையும் கலைந்து செல்லுமாறு காவல் துறை  அறிவித்தது  . இவ்வேளையில் திடீரென்று கூட்டத்தில் வெடிகுண்டு வீசப்பட்டதில் அந்த இடத்திலேயே ஒரு காவலர் பலியானார். இதனால் கலவரமடைந்த  போலீசார் கூட்டத்தினர் மீது துப்பாக்கிச் சூடு நடத்தித் தொழிலாளர்களைத்  தாக்கினர்.  துப்பாக்கிச் சூட்டில்  20 க்கும் மேற்பட்ட தோழர்கள் பலியாயினர். அத்துடன் தொழிலாளர் தலைவர்களை கைது செய்து  தேசத் துரோகக் குற்றம் சாட்டப்பட்டு வழக்குத் தொடுத்தனர். இந்த வழக்கு ஜூன் 21, 1886 அன்று துவங்கியது. இதன் முடிவாக  7 பேருக்கு தூக்குத் தண்டனை வழங்கப்பட்டது.
