Unzip the file to DBAnalyzer folder in server.
Logout of Sanchay Post from all the clients and server.
Backup POST database
Execute "MarchScs_Si.exe"
This exe should be executed before day-end of 30/03/2013
The exe will display the total amount after finishing SI posting. This amount should be added to the counter transactions LOT.

Ajay Maken backs cry for seventh pay panel

New Delhi : With a little over a year to go before the next general election, the demand for a Seventh Pay Commission has started to gather momentum. Union housing and urban poverty alleviation minister Ajay Maken has taken the lead in endorsing the Central government employees' request for setting up of the new pay panel, citing the erosion of real wages due to high inflation since implementation of the Sixth Pay Commission's recommendations.

In a letter addressed to Prime Minister Manmohon Singh, Maken underlined how every pay panel since the Second Pay Commission, barring the Sixth Pay Commission, were set up in the third year of the decade. "We are again in the third year of the ongoing decade and Central government employees are justifiably looking forward to the Seventh Pay Commission," he said.

Dopt issued clarifications as FAQ on Recruitment Rules

Department of Personnel and Training issued orders and clarification regarding all service matter from time to time. In that respect, seeking clarifications from various departments and ministries about ‘Recruitment Rules’, Dopt has clarified by the way of ‘Frequently Asked Questions’. This is the better way to know the rules and regulations abut the subject.  [Dopt order No. AB.14017/13/2013-Estt. (RR) (1349) dated on 6.3.2013]

FAQs on Recruitment Rules
1. What are Recruitment Rules? 
Ans. Recruitment Rules are rules notified under proviso to Article 309 or any specific statutes for post(s) prescribing inter alia the method of recruitment and eligibility for such recruitment. It contains notification part having substantive rules and schedule part (as per prescribed Annexure-I). Recruitment Rules are subordinate legislation and so, they are statutory in nature.

2. What are Service Rules? 
Ans. Service Rules are Recruitment Rules for any of the Organized Central Services covering many aspects including constitution of the Service, seniority, probation and other conditions of service.

3. Whether Recruitment Rules are applicable retrospectively? 
Ans. The legal position is that the posts are to be filled up as per the eligibility conditions prescribed in the Recruitment Rules in force at the time of concurrence of vacancies unless the Recruitment Rules are amended retrospectively. The practice has however been to give effect to the Recruitment Rules prospectively.

Govt to launch website for e-postal order by March end


NEW DELHI; A website to help Non-Resident Indians (NRIs) to pay the fee for filing RTI applications through e-postal order is all set to be launched by this month end. 

The website will have an option for NRIs to pay the fee of Rs 10 via credit or debit cards to the government while exercising their Right to Information, official sources said. 

The Department of Personnel and Training, which act as a nodal agency for the implementation of the RTI Act, has worked out all the modalities along with the Department of Posts for the purpose, they said. The facility, which is likely to be made online by this month end, will also be extended for citizens living across the country, the sources said. 

Cabinet approved right to time-bound delivery and services Bill, 2011


The government on Thursday gave its nod to a bill aimed at providing time-bound delivery of services like passports, pensions and birth and death certificates, among others, to citizens.

The Right of Citizens for Time-Bound Delivery of Goods and Services and Redressal of their Grievances Bill, 2011, was approved by Union Cabinet at a meeting chaired by Prime Minister Manmohan Singh.

The bill envisages penalty of up to Rs. 50,000 against a government official failing to provide his or her duties, official sources said.

It lays down an obligation upon every public authority to publish citizen’s charter, stating therein the time within which specified goods shall be supplied and services be rendered and provides for a grievance redressal mechanism for non-compliance of its provisions.

Not considering proposal to set up 7th Pay Commission: Govt


NEW DELHI: Admitting that there have been demands for setting up of 7th Pay Commission, government said that no such proposal is under consideration for such exercise, which would have resulted in upward revision of centre's over 85 lakh employees' and pensioners' pay scales. 

"The recommendations of the previous .. 6th Central Pay Commission were given effect to from January 1, 2006. Therefore, at present no proposal to constitute the 7th Pay Commission is under consideration of the government," Minister of State for Finance Namo  Narain Meena told Lok Sahba on Friday in a written reply. 

Meena further said, "There have been some demands received for setting up of the 7th Central Pay Commission. In the past, there has generally been a gap of a minimum 10 years between two successive Pay Commissions.

Budget 2013-2014 Highlights


Budget for 2013-14 presented in the Lok Sabha Thursday by Finance Minister P. Chidambaram. Few highlights are as under:
 
* No plans to revise direct tax rates * Surcharge of 10% on Rs 1 crore plus income earners.
* Rs 532 crore to make post offices part of core banking. 
* PSU banks to have ATMs at all their branches by March 31, 2014. 
* Rs 80,194 crore allocation for Ministry of Rural Development in 2013-14. About Rs 33,000 crore for MGNREGA.
* TDS of 1% on land deals over Rs 50 lakh, agricultural land exempted. 
* Commodity transaction tax introduced.
