PRESS NEWS: Government employee can't seek promotion after refusing it: Supreme Court

NEW DELHI: A government employee, whose promotion is canceled owing to his refusal to accept it, cannot ask for it at a later stage, the Supreme Court has said.

The apex court set aside the order of the Madhya Pradesh High Court which had directed the state government to restore the promotion of one of its employees whose promotion was cancelled after he turned down the offer as he did not want to get transfered to some other place.

"As we find that it is the respondent himself who is responsible for cancellation of the promotion order as he did not join the promoted post, the impugned order of the high court is clearly erroneous and against the law," a bench headed by Justice J Chelameswar said.

Labour Minister Sh Narendra Singh Tomar calls for ‘balanced approach’ towards labourers

The Union Minister of Labour & Employment, Steel and Mines, Shri Narendra Singh Tomar called upon industry and trade unions to strike a balance in dealing with labour issues. Chairing a tripartite consultation meeting on Amendment to the Payment of Bonus Act, 1965 here today, he said that there is a need to maintain a balanced approach towards the welfare of labourers. 

Shri Tomar said that the Government is committed to protect the interests of labourers so that they remain at the heart of country’s growth story. In his address, the Minister said, “We want to increase the purchasing power of the labourer. When production from industrial units increase, the purchasing power of the labourer also increases”. 

Government employees to take pledge on Patel's birth anniversary

New Delhi, Oct 24 :  Employees of government offices, public sector undertakings and other institutions will pledge to maintain the unity and integrity of the country Oct 31, the birth anniversary of Sardar Vallabhbhai Patel which is being observed as Rashtriya Ekta Diwas (National Unity Day).

The pledge will also be administered in schools and colleges. The Central Board of Secondary Education has issued a notice asking schools to administer the pledge.

An official statement said the Rashtriya Ekta Diwas will "provide an opportunity to re-affirm the inherent strength and resilience of our nation to withstand the actual and potential threats to the unity, integrity and security of our country".

This year’s theme is ‘Combating Corruption – Technology as an enabler’
The Vigilance Awareness Week is being observed this year from October 27, 2014 to November 01, 2014 and this year’s theme is “Combating Corruption – Technology as an enabler”. The Central Vigilance Commission (CVC) as the apex integrity institution of the country has been thriving to promote transparency, probity and integrity in public life. One of the outreach measures to promote these values in various Central Government offices and public sector undertakings is the observance of Vigilance Awareness Week every year wherein all the stakeholders are encouraged to fight corruption. The CVC believes that efficiency and objectivity in governance hold the key to eradication of corruption from public life and for this purpose it has to be ensured that transparent and fool proof systems and procedures are put in place which provide for appropriate accountability at every level of hierarchy in public administration.

Bureaucrats asked not to act on oral orders from ministers

NEW DELHI: Ministers or their personal staff may no longer be able to get any work done by merely passing an 'oral' order as government officials have been advised not to go ahead with any decision unless written orders are issued by their immediate superiors.

The advisory, issued as part of an office memorandum at the behest of Prime Minister's Office (PMO) last week, will be applicable to staff across ministries where a junior official will carry out oral order of his/her senior only after getting written confirmation. Written confirmation of any oral order will be a must, irrespective of whether such instructions are in accordance with the rules or not.

Trade unions to hold joint protest against labour laws reforms


New Delhi: All central trade unions will hold a nationwide stir on December 5 to protest against the labour reforms initiated by the Narendra Modi government.

"Protest rallies will be taken out in all state capitals and in Delhi as the proposed reforms are against the interest of the working class," general secretary of All India Trade Union Congress (AITUC) Gurudas Dasgupta said.
    
"The reforms are pro-corporate and anti-worker. The reforms will give rise to low wages and negligible security cover to the workers. A worker can be hired at will and thrown out," he said.

The government will soon launch the revamped Kisan Vikas Patra (KVP) besides some new saving instrument programmes for the girl child as well for the physically challenged person, a senior finance ministry official said today. 

"We are going to launch the revamped Kisan Vikas Patra (KVP) soon again in the form of saving instrument," Rajat Bhargava, Joint Secretary (Budget) in the ministry finance said at an event here.

When ‘postman of the yore’ came knocking


On a dull Saturday morning, a few residents of Madhavanagar were pleasantly surprised to have their letters delivered by a barefooted postman dressed in ‘kachche panche’ (dhoti) and ‘petha’ (head gear), who also held a spear with jingling bells tied to it. In his left hand, he carried a lantern.


The postman, A.S. Chandrashekhar, also a theatre artiste who goes by the name GPO Chandru, explained to the bemused citizens the significance behind his attire.

“When postal services were introduced in October 1854 in India, this was the uniform of postmen. With no transport facility then, the postmen would cover long distances on foot. In some places there was a relay system, where postmen would deliver letters to their colleagues to reach the final destination,” he said.
With India Post, Karnataka, celebrating Postal Week till October 15, Dinesh Khare, Deputy Chief Postmaster, Bangalore GPO, toldThe Hindu that the objective of the exercise was to showcase the journey that the Postal Department had undertaken thus far. “The postmen used to carry a spear with jingles attached to it. The spear was for protection and the bells were used to inform others of their arrival,” he said.

India Post Signs an MoU with Snapdeal and Shopclues; Also to Launch INR 4909 Cr IT Project

With 1.50 lakh post offices across the country, India Post has signed a Memorandum of Understanding with Indian E-commerce companies Snapdeal and Shopclues, to join hands and propel the e-commerce logistics.
 
As stated in a release by iGovernment, on the occasion of Business Development Day on 14th Oct 2014 the department of postal services decided to join hands with the two online marketplaces, to cater to their logistics needs with its wide reach. In return, for getting their support for an INR 4909 crore IT project, to bring in electronic connectivity and capability across 1.5 lakhs Post Offices for enhanced delivery of all mail & financial services.
