2005 - 2008 க்கான  நேரடி  நியமன பதவிகளில் SKELETON  இல் வைத்திருந்த  பதவிகளை ஒழித்திட மத்திய அரசும் நம் இலாக்காவும் உத்திரவிட்ட  செய்தி நாம் அனைவரும் அறிந்ததே !

என்பதை  மிக்க மகிழ்ச்சியுடன் தெரிவித்துக் கொள்கிறோம்.

India Post diversifies to cope with changing times

Chennai: With major postal services in the world phasing out door-to-door delivery of mail, the top brass of the postal department has said the future of India Post lay with parcel delivery services.
“Australia’s postal service, for example, has mo­re parcel deliveries than mail. In the same manner, if our e-commerce pi­cks up, most of the peo­p­le will make use of India Post (IP) since we are the only players to have the widest possible network, and IP will still have a chance to stay al­ive,” said Mervin Alex­a­nder, post master gen­e­ral, Chennai circle.

The department is, ho­w­ever, constantly engaging with people through its philatelic activities and special initiatives, like ‘My Stamp’, of wh­ich it has sold over 5,000 models. “We are aware of the fact that letters will start to dwindle in the coming decades. How­ever, we have already sta­rted to diversify our services. We are going to introduce core banking very soon,” said Mervin Alexander.

Revised Delivery Norms for Speed Post

D.G. Posts No. 13-45/2008-D dated 10/11/.12.2013

The norms for delivery of Speed Post articles have in the past been revised from time to time and are also contained in the Citizen’s Charter of the Department. The existing delivery norms for Speed Post are follows:

(a) Local (within municipal limits) : 2 days
(b) Between one to another metro city (included the six metro cities i.e. Delhi, Mumbai, Kolkata, Chennai, Bangalore and Hyderabad) and limited to Municipal limits of these cities: 2 days
(c) Rest of the country: 4 to 6 days.

2. The norms mentioned above are further qualified by stating that they exclude the day of posting, Sundays and Holidays that they denote maximum time and apply only to the articles booked before the cut-off time.

Central gazetted officers finalise demands

A workshop organised by the Confederation of Central Government Gazetted Officers’ Organisations, Tamil Nadu region, has finalised the common minimum demands to be placed before the 7 Central Pay Commission, including a just and equitable pay at the entry level of Group ‘B’ officers.


It was also agreed upon at the workshop here on Saturday to demand a joint consultative machinery to redress their grievances and a minimum of five promotions during their tenure — from entry to Group ‘B’ level either by promotion or direct recruitment.

Hon’ble Supreme Court of India has ordered the Delhi High Court to decide the prayer of NFPE & AIPEU-GDS (NFPE) in writ petition No. 1003 of 2013 to treat the three lakhs Gramin Dak Sevaks as civil servants for all purposes at par with other regular employees as per 1977 SC Judgment & to quash the GDS (Conduct & Engagement) Rules 2011.

The Lokpal and Lokayuktas Bill, 2011

The Rajya Sabha passed the Lokpal and Lokayuktas Bill, 2011 on December 17, 2013 and the Bill has been passed by the Lok Sabha today. 
 Some of the important features in the Bill are as below:-

·         Lokpal at the Centre and Lokayukta at the level of the States.
·         The Lokpal will consist of a Chairperson and a maximum of eight Members, of which fifty percent shall be judicial members.
·         Fifty per cent of members of Lokpal shall be from amongst SC/ST/OBCs, Minorities and Women.
·         The selection of Chairperson and Members of Lokpal shall be through a Selection Committee consisting of:-
§  Prime Minister;
§  Speaker of Lok Sabha;
§  Leader of Opposition  in the Lok Sabha;
§  Chief Justice of India or a sitting Supreme Court judge nominated  by CJI;
§  Eminent jurist to be nominated by the President of India on the basis of recommendations of the first four members of the Selection Committee.  

Six lakh posts vacant in central government

NEW DELHI: More than six lakh posts are lying vacant in different central government departments and ministries, Rajya Sabha was informed today. 

Minister of State for Personnel V Narayanasamy said as on March 1, 2012, there were 36,84,543 sanctioned posts in various central government ministries, departments and Union territory administrations. 

Out of these sanctioned posts, 6,00,013 posts are lying vacant, he said. 

"The Ministries/Departments are required to fill the vacancies as per recruitment rules and extant guidelines. This department issues instructions from time to time to all Ministries/Departments to fill up the vacant posts on timely basis," the Minister said.

For each Post Office, PO Code is allotted.
           In Finacle, each Departmental Post Office is called as Service Outlet (SOL) and allotted a ID which is called as SOL ID.
           Combinations of different SOLs in Finacle is called SOL Set and separate SOL Set ID is allotted for each type of sets.
           Each Branch Post office will be allotted a separate Code during migration which needs to be selected at the time of doing BO transactions from account opening screen. 
Account number
In Sanchay Post, account number is generated from the block of accounts allotted for different schemes.
           In Finacle, account no. is called as Account ID. Account number will be generated by the Finacle CBS application randomly and will be in 10 digits.
           From the Account ID, you cannot identify the scheme as it has no such indication.
           Every Transaction will be given a Transaction ID in Finacle CBS and Counter PA has to write Transaction ID on the voucher.
           Supervisor has to ensure while verifying that Tran-ID is written on the voucher.
           From the Tran-ID, anyone one can see the details of the transaction.

IMPORTANT STAFF RULING REGARDING POSTING OF OA IN DIVISIONAL OFFICE

Dte's no-SPB/ 20-14/50 dated new delhi, the 31st March, 1950 communicated vide CO(WB) letter no- SFA /R-771 dated calcutta, the 10th April, 1950.

The director general has decided that only those clerks who have put in at least five years service as such and are suitable should be selected for working in Offices of Suptd of Post Offices and RMS. This condition of five years service limit may be relaxed only in the case of a time scale clerk who is to be employed as a typist in the Divisional Office.

Composition of 7th Pay Commission

Some Blogs have said that Shri. Raminder Singh Gujral ,IAS, the Finance Secretary , might be appointed as Member secretary of 7th Pay Commission. But the fact is he is retiring from the service on 30th November 2013. New Finance Secretary will be appointed after the approval of the Appointment Committee of the Cabinet. But the issue here is not regarding who will be the next Finance secretary. The issue is ‘can the retiring official be appointed as Member secretary to the 7th Pay Commission? . It is needed to mention that the previous pay commissions did not have retired bureaucrats as its Member secretary. The serving bureaucrats only appointed as Member Sectary of all the Pay commissions except the First Pay Commission.


The first pay Commission did not have a Member secretary. Its secretary was Shri. K.R.P.Aiyangar

DEVELOPMENTS ON 27 TH NOVEMBER MEETINGS

JCM (DEPARTMENTAL COUNCIL) MEETING

JCM Departmental Council meeting was held on 27.11.2013 under the Chairpersonship of Ms. P. Gopinath, Secretary, Department of Posts at Dak Bhawan, New Delhi. The discussion lasted for more than four hours. All the notified items of the agenda are discussed. The minutes will be published on its receipt. Secretary, Posts and Chairperosn, JCM (DC) has made it clear that no circle level item will be entertained in the JCM (DC) and all the Circle level items should be discussed in the circle level JCM (Regional Council) meetings. Only those items which are not settled at circle level JCM will be discussed in the JCM (DC). For that the reply given by the Chief PMGs in the Circle JCM should be submitted. All General Secretaries and Circle Secretaries, Please note.

CONFEDERATION NATIONAL SECRETARIAT DECIDES TO ORGANIZE PHASED AGITATIONAL PROGRAMMES CULMINATING IN STRIKE

NO COMPROMISE ON THE TERMS OF REFERENCE OF 7th CPC SUBMITTED BY THE STAFF SIDE


1.         The National Secretariat of the Confederation of Central Government Employees and Workers met at New Delhi on 28.11.2013 and reviewed the situation arising out of the Government’s announcement of Seventh Central Pay Commission and the subsequent developments thereon.

2.         Eventhough Government has announced constitution of 7th Central Pay Commission, the appointment is yet to take place. In the meanwhile one round of discussion was held with Secretary, DOP&T on terms of reference. Subsequently, the staff side, JCM National Council has submitted a unanimous proposal on the items to be included in the terms of reference of the 7th CPC, which includes (i) date of effect as 01.01.2014 (2) merger of DA with pay (3) grant of interim relief (4) inclusion of GDS under the ambit of 7th CPC (5) statutory pension for those entered into service on or after 01.01.2004 (6) settlement of anomalies of 6th CPC (7) cashless/hassle-free medicare facilities etc.

Government while announcing the 7th CPC has made it clear that the date of effect will be 01.01.2016. Further nothing has been mentioned about DA merger and interim relief. Regarding GDS the declared stand of the Government is that GDS are not civil servants and in the past also every time when CPC is appointed, the Government refused to include them in the Pay commission. Last time also inspite of the strong protest and agitational programmes conducted by NFPE and Postal JCA, the Government has appointed a bureaucratic committee. Regarding statutory pension to those who entered into service on or after 01.01.2004, the Government’s stand is well known and it may refuse to include this item also in the terms of reference.

This being the position, our past experience shows that unless and until the demands raised in the staff side proposal submitted to Government on terms of reference of the CPC is backed by serious agitational programmes, rallying the entire Central Government Employees and create compulsion on the Government to accept our justified stand, there is every possibility of Government rejecting the above proposal.
