Com.  You all know that some years back Com. Samal was punished by the Cuttack Administration on flimsy ground for his union activities. The Charge-sheet was challenged in the CAT. Hon'ble CAT, Odisha has now set aside the Charge-sheet. This is very important judgement,which up-held the principle that one can not be the complainant, witness and judge in his own case.

Confederation of Central Govt. employees planned a two days' strike for different demands. Some of the demands as mentioned in Part I of the charter consists of socio economic issues like price rise, unemployment, privatization, disinvestment etc. In the second part they demanded their own expectations like 7th pay commission, 50% D.A. merger etc.

Regional Secretary writes to PMG MADURAI

Expected DA from January 2013 is 8%


Dearness allowance to all Central Government employees and Pensioners from Jan 2013 will be expected to enhance by 8%  and the total DA also will raise to 80% from Jan 2013.

REVISED NORMS FOR THE OPERATIONAL ACTIVITIES AT SPEED POST SORTING HUBS, INTRA-CIRCLE HUBS AND COMPUTERISED REGISTRATION CENTRES.


D.G. Posts No. 28-8/2011-D Dated 17.01.2013.

Reference is invited to the Directorate Memo No. 30-64/2009-D dated 08.10.2009, vide which ad-hoc norms for processing of Speed articles at Speed Post Centres were circulated. Attention is also drawn to the Directorate Memo No. 28-5/2006-D dated 13.09.2006, vide which norms for processing of registered articles at Computerized Registration Centres (CRs) were circulated.
2.         The matter relating to revision of norms for various activities at Speed Post Sorting Hubs, Intra-Circle Hubs and CRCs was under examination at this Directorate . Based on the Wok Study undertaken by the Directorate with respect to Speed Post operations at Speed Post Centres (restructured as ‘Sorting Hubs’ as part of Mail Network Optimization Project) and extension of operational processes followed at  Speed Post Hubs and Intra-Circle Hubs to the CRCs, norms for various activities have been revised. The revised norms are given at the Annexure and would be applicable to Speed Post Sorting Hubs and Intra-Circle Hubs as well as CRCs.
3.         The revised norms for activities at Speed Post Sorting Hubs, Intra-Circle Hubs and CRCs would be applicable with immediate effect.

5. Stoppage of disinvestment in Central and State PSUs.

7. Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs.10,000/-.

8. Remove all ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.

9. Assured statutory Pension for all.

10. Ensure Compulsory registration of trade unions within a  period of 45 days and immediate ratification of the ILO Conventions Nos.87 and 98.

PART – II

11. Revise the wages of the Central Government employees including Gramin Dak Sewaks with effect from 1.1.2011 and every five years thereafter by setting up the 7th CPC.

12. Merge DA with Pay for all purposes with effect from 1.1.2011 including for Gramin Dak Sweaks.

13. Remove restriction imposed on compassionate appointments and the discrimination on such appointments between the Railway workers and other Central Government Employees.

14. [a] Departmentalise all Gramin Dak Sweaks and grant them all benefits of regular employees; End Bonus discrimination and enhance bonus ceiling to 3500/-; Withdraw open market recruitment in Postman / MTS cadre; Revise cash handling norms; Grant full protection of TRCA; Grant Time Bound Promotion and Medical Reimbursement facility etc.
[b] Regularise the daily rated, contingent, casual workers and introduce a permanent scheme for periodical regularization. Pending regularization, provide them with pro-rata salary at 6th CPC rates.

15. (a) Revive the functioning of the JCM. Convene the meeting of the Departmental Councils in all Ministries/Departments. Settle the anomalies raised in the National Anomaly Committee as also in the Departmental Anomaly Committees. Hold National Council meetings as specified in the JCM constitution. 
(b) Remove the anomalies in the MACP Scheme.
(c) Grant recognition to all Associations/Federations, which have complied with the formalities and conditions stipulated in the CCS(RSA) Rules.

16. Fill up all vacant posts and creates posts n functional requirements.

17. Stop downsizing outsourcing, contractorization, corporatization and privatization of Government functions.

18. Stop Price rise; Strengthen the PDS.

19. (a) Stop the proposal to introduce the productivity linked wage system; 
(b) discard the performance related pay structure; 
(c) introduce PLB in all Departments; 
(d) remove the ceiling on emoluments for bonus computation.

20. Revise the OTA, Night duty allowance and clothing rates.

21. Implement all arbitration awards.

22. Make the right to strike a legal and fundamental right of the Government employees on par with the other section of the working class.

23. Grant Five promotions to all employees as is provided for in the case of Group-A services.

24. (a) Withdraw the PFRDA Bill. 
(b) Rescind the decision to allow FDI in pension sector;
(c) Scrap the new contributory pension scheme 
(d) Extend the existing statutory defined pension scheme to all Central Govt. employees irrespective of their date of entry in Government service.

25. Vacate all Trade Union victimisation, and more specifically in the Indian Audit and Accounts Department.

Subject:- Fixation of pay on promotion to a post carrying higher duties and responsibilities but carrying the same grade pay.
The undersigned is directed to invite an attention to the provisions contained in Rule 13 of the CCS(RP) Rules, 2008, which provides for the method of fixation of pay on promotion on or after 1.1.2006 in case. inter-alia, ofpromotion from one grade pay to another. The Rule provides for fixation of pay by way of addition of one increment equal to 3% of the sum of the pay in the pay band and the existing grade pay (rounded off to the next multiple of 10)to the existing pay in the pay band and then fixing the pay in the promotional post as per the procedure prescribed therein.
2. In terms of this Ministry’s OM No. 169/2/2000-IC dated 24.11.2000, dealing with the situation whereby both the feeder and the promotional grades were placed in the identical revised pay scales based on the recommendations of the 5th Central Pay Commission, it was provided, inter-alia, that only in cases where it was not found feasible to appropriately restructure cadres in question on functional, operational and administrative considerations, extension of the benefit of fixation of pay under FR 22(I)(a)(1) could be considered on the merits of each case, provided all the conditions precedent for the grant of this benefit were fully satisfied and promotion to the post in question actually involved assumption of higher responsibilities.

7th Pay Commission – Trade Unions urges constitution of  7CPC in the ensuing budget (2013-14)

Various affiliated Trade Unions representing Central Government Employees have urged Government to constitute 7th Commission and to officially announce the constitution of the 7th Pay Commission in the ensuing Budget (2013-14).
The trade unions have also demanded for raising income tax exemption limit from the present Rs. 2 lakhs to Rs. 5 lakhs.

News flashed in Business Standard News Paper in this regard is as follows.
Pressing for a people-friendly Budget for 2013-14, trade unions today urged Finance Minister P Chidambaram and his team to announce the constitution of the seventh pay commission along with raising the income tax threshold to Rs 5 lakh in a year from the present Rs 2 lakh.

The demand was raised by the unions at a Pre-Budget consultations in the North Block, even as the government is struggling hard to rein in its fiscal deficit.

After the meeting, Harbhajan Singh Siddhu of Hind Mazdoor Sabha said already seven years of the sixth pay commission have passed and any new commission will take two-three years to study.

“The revision of wages and various service conditions of the government employees is already due. Constitution of the seventh Pay Commission be announced in the Budget,” joint recommendations of trade unions, including CPI (M)-affiliated CITU, CPI-linked AITUC, INTUC of the Congress and Bharatiya Mazdoor Sangh to the Finance Minister said.
Also, the unions have demanded the income tax exemption ceiling for the salaried persons should be raised to Rs 5 lakh per annum and fringe benefits like housing, medical and educational facilities should be exempted from the income tax net in totality.
At a time when the government is trying hard to raise FDI cap in insurancesector to 49% from the current 26%, the unions raised objections to the move.

அஞ்சல் பயிற்சி மையம் , மதுரையில் LGO  விலிருந்து எழுத்தராகத் தேர்வு பெற்று  பணிப்  பயிற்சிக்குச் சென்ற  தோழர்களில் 12 பேர் ,  வகுப்புத் தேர்வில் 60% க்குக் குறைவாக மதிப்பெண்  பெற்றதால் , பயிற்சி நீடிக்கப்பட்டு , பின்னரும்  அடுத்த  தேர்வில் 60% மதிப்பெண்களை  எட்ட வில்லை என்று கூறி  , பயிற்சி மைய இயக்குனரால்  தகுதியற்றவர்களாக  பரிந்துரைக்கப்பட்ட செய்தியையும் ,  அதன் தொடர்ச்சியாக  உடன் இரு தோழர்கள் திருச்சி மண்டலத்தில்  பணி  இறக்கம் செய்யப்பட்டு MTS /MAIL  MAN  ஆக பணிக்கப் பட்டதையும் கடந்த  27.12.2012 அன்று  நம்முடைய  வலைத்தளத்தில் நாம் பிரசுரித்திருந்தோம். 


இதனை எதிர்த்து , இது சட்ட விரோதம் என்பதை சுட்டிக்காட்டி  அஞ்சல் மூன்று மாநிலச் செயலரும், RMS  மூன்று மாநிலச் செயலரும்  நமது CPMG  அவர்களுக்குக் கடிதம் அளித்துப் பேசினோம். கடிதத்தின் நகல்  ஏற்கனவே நம் வலைத்தளத்தில் பிரசுரிக்கப்பட்டிருந்ததை  நினைவு கூர்கிறோம். 



மேலும் கடந்த 28.12.2012 அன்று  புது  டெல்லியில் நடைபெற்ற JCM  இலாக்காக் குழு கூட்டத்தின் போது  இது குறித்து DG  அவர்களுடன் நமது  JCM  ஊழியர் தரப்புத் தலைவர் தோழர். KVS  அவர்கள் விவாதித்ததாகவும், அதன் அடிப்படையில்  உடன் இந்த உத்திரவு விலக்கிக்  கொள்ள CPMG , TN  அவர்களுக்கு உத்திரவிடப்படும்  என்று  DG  அவர்கள்  உறுதியளித்த தாகவும்  நாம் 28.12.2012 அன்றே செய்தி வெளியிட்டி ருந்தோம்.

Postal Department to set up Post Bank of India


The Indian Department of Posts may complete the planning phase for the creation of the Post Bank of India very soon. Post Bank of India is being set up to provide all banking facilities to the rural population, who have to rely upon informal sources for credit and other financial requirements.

It is reported that a detailed project report (DPR) will be submitted in a few weeks from now explaining the organization structure of the proposed institution. The DPR is likely to describe the relationship amongst the founding bodies, the Department of Posts and Post Office Savings Bank with the Post Bank of India.

Expected DA from January 2013

AICPI – IW (All India Consumer price Index for industrial workers with the base as 2001=100) for the month of November 2012 has been issued by Government.

GDS BONUS NFPE HAS GIVEN THE CORRECT NEWS


MAHADEVAIAH GROUP FLASHED THE FALSE NEWS DELIBERATELY ON 10TH DECEMBER 2012 TO SABOTAGE THE 12TH DECEMBER 2012 STRIKE

MAHADEVAIAH GROUP GDS UNION HAS NOT GIVEN STRIKE NOTICE FOR 12TH DECEMBER 2012 STRIKE

1.   On 10th December 2012 when all are actively campaigning for the success of the 12th December 2012 joint strike, the Mahadevaiah Group GDS Union flashed the following news in their website -

“FLASH AND GLAD NEWS – BONUS FILE CLEARED BY FINANCE TODAY”
They deliberately gave publicity to this false news just to create confusion among the GDS and to sabotage the 12th December strike.

2.   After 12th December strike NFPE put the following news in its website.
“Regarding GDS Bonus the propaganda made by Mahadevaiah Group GDS Union is totally false. Finance Ministry has not approved the proposal for raising the GDS Bonus ceiling to Rs. 3500/- but returned the file without approval.”
(This news item is still in the NFPE website and anybody can verify it.)

CGHS Hospitals – Getting treatment in emergency conditions
           Under emergency conditions, the empanelled hospitals are expected to provide treatment of CGHS beneficiaries in all available specialties…

          Private hospitals have been empanelled under CGHS only for such specialties for which they are eligible as per the terms and conditions of empanelment. However under emergency conditions, the empanelled hospitals are expected to provide treatment of CGHS beneficiaries in all available specialties.


         “Emergency” shall mean any condition or symptom resulting from any cause, arising suddenly and if not treated at the earliest opportunity would be detrimental to the health of the patient or shall jeopardize the life of the patient".
